<br />Further discussion: Councilmember Riley stated that he has been consistently opposed to this <br />request because of the mix of lots and will continue to do so. <br /> <br />Motion carried. Voting Yes: Mayor LeTourneau, Councilmembers Menth, Kuzma, Musgrove, <br />and Specht. Voting No: Councilmember Riley. <br />7.06: Receive Update on Highway 10/169 Planning, Design and Funding Efforts <br /> <br />Deputy City Administrator Gladhill reviewed the staff report and provided an update on current <br />planning and design efforts for Highway 10. <br /> <br />City Engineer Westby stated that they are in the early stages of the design process which will take <br />them through a good portion of 2023. He stated that they have been doing data collection and <br />holding monthly team management meetings. <br /> <br />Councilmember Musgrove asked if additional funds have been received. <br /> <br />Deputy City Administrator Gladhill reviewed the funds that have been received thus far and <br />additional applications that have been submitted. He stated that Anoka received $15,000,000 to <br />add to their project in order to raise the Rum River Bridge as part of their Highway 10 project. <br /> <br />Councilmember Specht asked if there is a final decision on what the interchanges will look like <br />for Ramsey Boulevard and Sunfish Boulevard. <br /> <br />Deputy City Administrator Gladhill stated that there were some open ended elements still being <br />worked on such as intersection treatments. He noted that the overall concept has been developed <br />and now this will go into more detail with traffic control and frontage roads. <br /> <br />Councilmember Specht asked for details on how the Connections Church site will interplay with <br />the intersection. <br /> <br />Deputy City Administrator Gladhill confirmed that Connections Church will be accounted for, <br />although it may look different. He stated that the additional refinement will be presented to the <br />public at the public meeting in December. <br /> <br />Councilmember Kuzma stated that most of the talk has been about Ramsey and Sunfish and their <br />interchanges. He asked if additional work has been done on Alpine and Jarvis. <br /> <br />Deputy City Administrator Gladhill stated that Elk River is just starting a similar study picking up <br />from Jarvis and heading north, noting that Ramsey will be a participant in that study. <br />8.
