The City of Ramsey has bonded to construct public improvements within the boundaries
of this TIF District. The City of Ramsey has agreed to provide City utilities to T & G Land, Inc.
by July of 2001. In order to satisfy this commitment, construction of 141st Avenue must
commence as soon as possible. In order for construction to commence, the concrete building
located on the south boundary of the old L.W. Makens property must be demolished. Kenko,
Inc. has verbally agreed to vacate the building by April 1, 2001, and move its equipment to the
southern portion of Lot 2, Block 1, Gateway North Industrial Park No. 5. Plans and
specifications for the demolition have been completed by Hakanson Anderson and Braun Intertec
has performed an asbestos hazardous abatement survey. Notice had been published ten days
prior to accepting bids. Bids have been received and opened on March 26, 2001. A total of five
bids were received. The bids ranged from $43,200 to $78,375. Staff recommended that the
project be awarded to Wickenhauser Excavating in the amount of $43,200.00.

Councilmember Anderson inquired if staff was relatively sure that all the bidders understood
what they were bidding on since there is such a large variation in the bid amount.

City Engineer Olson explained that staff held a conference on the site with the bidders and toured
the building.

Motion by Councilmember Hendriksen, seconded by Councilmember Anderson, to adoPt
Resolution #01-03-167 receiving bids and awarding contract for improvement project #01-18,
Building Demolition.

Motion carried.
