Case #11: Report from the Public Works Committee <br /> <br />1) Review Pehlke Estate Easement <br /> <br />Councilmember Zimmerman stated that this case was prepared to provide some indication to <br />David and Betty Pehlke as to whether the City would require the widening of a standard five foot <br />drainage and utility easement to a ten foot easement in anticipation of a future drainage pipe. At <br />the meeting, however, the City Administrator requested a thirty-day delay in addressing this <br />issue so that a study of the immediate vicinity could be prepared. The City Administrator <br />pointed out that numerous neighborhood issues have arisen, some only within the past few days. <br />These issues included the following: <br /> <br />1) The identification of a drainage plan for the Pondvale Estates subdivision and the <br /> undeveloped lands to the north and west. <br />2) The identification of solutions for relief of road flooding problems on Fluorine Street and <br /> 151 st Avenue NW <br />3) The potential and desire for development of the vacant lands north of Pondvale Estates and <br /> how that development may connect with the surrounding land uses. <br />4) The impact and desire for municipal services in the Pondvale Estates subdivision and in the <br /> unplatted neighborhood to the east which includes Fluorine Street, 142nd Avenue and 151st <br /> Avenue. <br /> <br />The Committee made a recommendation to delay action on this issue for thirty days until a report <br />on the issues associated with this area could be received and reviewed. <br /> <br />2) Landscaping on Trunk Highway #47 <br /> <br />Councilmember Zimmerman stated that staff reported that the City was in receipt of a <br />Landscaping Partnership grant offered by MnDOT. In order to accept this grant the City must <br />pass a resolution to enter into an Partnership Agreement No. 81470. This grant provides the City <br />with funding for the purchase of up to $20,000 of plant materials to be located within the right- <br />of-way along Trunk Highway #47 and two easements associated with water quality ponding for <br />this roadway. The City will be responsible for the installation and maintenance of the plant <br />materials. The Committee noted that the estimated cost of the plant materials was $11,236 and <br />that the grant limit for the project was $20,000. The Committee suggested expanding the <br />plantings or utilizing larger size plant materials to take fuller advantage of the grant opportunity. <br />The Committee recommended enacting the enabling resolution. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to adopt Resolution #01-03-168 <br />authorizing the City of Ramsey to enter into MnDOT Landscape Partnership Agreement No. <br />81470. <br /> <br />City Council/March 27, 2001 <br /> Page 20 of 22 <br /> <br /> <br />
