indicated that he would revise his plan to widen the driveway from 13 to 15 feet; but meeting the <br />full 15-foot width requirement may be difficult because of the location of the drainfield. In <br />addition, Mr. Johnson stated that he would be willing to have the other landowners in the PUD <br />review his proposal for two separate driveways to serve the residence and the commercial <br />structure. The Planning Commission recommended approval of the site plan with the driveway <br />issues being a neighborhood covenants matter. Subsequent to the Planning Commission <br />meeting, Mr. Johnson made a decision to eliminate the current direct access of his residential <br />driveway onto 149"' Avenue and realign it to extend off the proposed commercial driveway on <br />the east property line. The driveway plan for the subject property will then be in conformance <br />with the neighborhood covenants. <br /> <br />Councilmember Hendriksen disclosed that he has used Mr. Johnson for concrete work in the past <br />and will do so in the future. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Kurak, to grant site plan <br />approval to Mr. Johnson's site plan for Lot 7, Pineview Estates 2"d Addition, contingent upon <br />compliance with City staff review letter dated March 1, 2001. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Kurak, Anderson, <br />and Hendriksen. Voting No: None. <br /> <br />Case #2: <br /> <br />Request for Sketch Plan Review of Royal Oaks Property; Case of Royal <br />Oaks Realty <br /> <br />Community Development Director Frolik stated that Mike Black of Royal Oaks Realty has <br />applied for sketch plan approval to develop 86.71 acres on the comer of Dysprosium Street and <br />Nowthen Boulevard. Royal Oaks Realty is proposing to develop 71 single-family lots, 152 <br />townhome units and 85 apartment units on this property. The property was removed from the <br />development moratorium on February 16, 2001. The property is currently zoned R-l, Single <br />Family and B-l, Business. The applicant will be asking for a rezoning of the property to Planned <br />Unit Development (PUD). The draft Comprehensive Plan shows this area as being High Density <br />Residential along Dysprosium Street, Medium Density Residential along Nowthen Boulevard <br />and Low Density Residential on the western part of the property. The property contains 86.71 <br />acres with 28.02 of these acres classified as wetlands. The sketch plan shows a gross density of <br />3.55 units per acre. When the wetlands are factored out, the net density for the whole <br />development is 5.25 units per acre. The Planning Commission reviewed the concept plan at its <br />March 6, 2001, meeting and recommended that the developer proceed to the preliminary plat <br />stage and apply for a rezoning and site plan approval subject to City Council review. <br /> <br />Mike Black, Royal Oaks Realty, stated that they have been before Planning Commission and <br />Park Commission to review the sketch plan and are looking for input from the City Council. He <br />explained that the site consists of 86 acres with 28 of those acres being wetland.
