Key considerations will include: • Strategies for keeping the public involved in the planning process. • Decisions that influence the contents of the Comprehensive Plan. • Issues that require further exploration through the process of updating the Comprehensive Plan. Getting Started Ramsey 3 should not be the sole focus of the first half of 2007.The coming months should be used to lay the foundation for the Comprehensive Plan. Based on the current schedule, we anticipate that Ramsey will be ready to transition from Ramsey3 to the Comprehensive Plan update in June. HKGi will use the time prior to this transition to ensure that we are prepared to capture the momentum from Ramsey3. In the period from February to June, HKGi will work with City Staff to create a working outline of the Comprehensive Plan that will serve as a guide for subsequent steps in the planning process. In this task,HKGi will prepare recommendations for each of the following questions: • What is the appropriate outline for the contents of the Comprehensive Plan based on the current Plan, Metropolitan Land Planning Act and Metropolitan Council requirements? • How should other plans (i.e. — utilities, housing, parks) be incorporated into the Comprehensive Plan? • Do these other plans provide sufficient information to address issues required by the Metropolitan Council? • If other supporting plans are not complete,what is the timetable for preparation? • What elements of the Land Use andTransportation chapter of the current Comprehensive Plan need to be updated regardless of the outcome of Ramsey3? In addressing these questions, the HKGI Team will assemble the recommendations into a framework for the Comprehensive Plan.
