• Make best use of time while community engaged in Critical Issues Workshops and OST phases of Ramsey3. • Prepare to smoothly transition from Ramsey3 into Comprehensive Plan update. • Create information and understanding needed to build on results of Ramsey3 and create actual process for updating the Comprehensive Plan. • Maximize ability to complete Plan by June 2008. • Protect against issues falling through the cracks. The desired outcome of this task would be working outlines (in varying levels of detail) for the chapters of the Comprehensive Plan. These chapter outlines may be supplemented by technical memorandum that offer additional information on issues related to each Plan chapter. Design and Undertake the Update Process As we have suggested throughout this proposal, it is impossible to accurately define a scope of work for updating the Comprehensive Plan until the results of Ramsey3 are known. At the conclusion of the R1 and R2 phases,HKGi will meet with the City to: • Consider how the outcomes of R1 and R2 create parameters for the Comprehensive Plan and issues to be explored. • Determine the treatment of issues identified in the "plan framework"but not addressed in Ramsey3. • Create the"management"structure for the planning process. We have assumed that the City will establish a steering committee to work with HKGi and staff on creating the updated Plan. The budget in this proposal assumes six steering committee meetings. • Establish role of policy makers. The City Council, Planning Commission and other policy boards must play a role in the process to ensure that the Plan will be implemented. Part of this participation comes through membership on the steering committee. We have also included time for two separate policy maker workshops.These workshops allow HKGi to provide more detailed updates and to receive specific feedback at key points in the planning process.
