• Make best use of time while community engaged in Critical Issues <br /> Workshops and OST phases of Ramsey3. <br /> • Prepare to smoothly transition from Ramsey3 into Comprehensive <br /> Plan update. <br /> • Create information and understanding needed to build on <br /> results of Ramsey3 and create actual process for updating the <br /> Comprehensive Plan. <br /> • Maximize ability to complete Plan by June 2008. <br /> • Protect against issues falling through the cracks. <br /> The desired outcome of this task would be working outlines (in varying <br /> levels of detail) for the chapters of the Comprehensive Plan. These <br /> chapter outlines may be supplemented by technical memorandum that <br /> offer additional information on issues related to each Plan chapter. <br /> Design and Undertake the Update Process <br /> As we have suggested throughout this proposal, it is impossible to <br /> accurately define a scope of work for updating the Comprehensive Plan <br /> until the results of Ramsey3 are known. At the conclusion of the R1 and <br /> R2 phases,HKGi will meet with the City to: <br /> • Consider how the outcomes of R1 and R2 create parameters for <br /> the Comprehensive Plan and issues to be explored. <br /> • Determine the treatment of issues identified in the "plan <br /> framework"but not addressed in Ramsey3. <br /> • Create the"management"structure for the planning process. We <br /> have assumed that the City will establish a steering committee <br /> to work with HKGi and staff on creating the updated Plan. <br /> The budget in this proposal assumes six steering committee <br /> meetings. <br /> • Establish role of policy makers. The City Council, Planning <br /> Commission and other policy boards must play a role in the <br /> process to ensure that the Plan will be implemented. Part of <br /> this participation comes through membership on the steering <br /> committee. We have also included time for two separate policy <br /> maker workshops.These workshops allow HKGi to provide more <br /> detailed updates and to receive specific feedback at key points in <br /> the planning process. <br /> Hoisington Koegler Group Inc. <br /> ®111 <br /> page 29 <br />
