1 <br /> • Design public involvement process. The nature of public <br /> involvement is perhaps the greatest unknown from Ramsey3. If <br /> successful, Ramsey3 will engage the public in the future of the <br /> community and a desire to play a continued role in the process. <br /> On the other hand, if Ramsey3 does not receive significant <br /> public support, then the public involvement process for the <br /> Comprehensive Plan update faces a different set of challenges. <br /> HKGi will work with the City to design a public involvement <br /> process that best fits the outcomes of Ramsey3 and the needs <br /> of the Comprehensive Plan update. This proposal includes four <br /> community meetings and the required public hearing. <br /> • Coordination with other jurisdictions. Planning for Ramsey <br /> cannot occur in a vacuum. The process must understand plans <br /> and issues for other relevant governmental jurisdictions. These <br /> include adjacent cities, Anoka-Hennepin and Elk River school <br /> districts, Anoka County, Metropolitan Council, and state <br /> agencies. <br /> Consideration of these factors will lead to the process for updating the <br /> Comprehensive Plan. Using the preparatory work undertaken by HKGi <br /> and City Staff in the first half of 2007,this process will result in an updated <br /> Comprehensive Plan that will be ready for submission to the Metropolitan <br /> Council by the end of 2008. <br /> Hoisington Koegler Group Inc. <br /> page 30 <br />
