The Task Force
Three project task force meetings will be held with interested and committed
representatives of the citizens at large. The task force will be open for participation, but
meetings will be designed to be focused on tasks and participation.
The first task force meeting will focus on identifying strengths, weaknesses, opportunities
and threats to the community. Analysis and summary of census/demographic data will
also be presented at this time. The primary focus of this session will be revisiting the
community's vision and to ensure this vision is being carried out in the update.
The second task force meeting will involve articulating goals and objectives, considering
basic development scenarios for Ramsey and the development of implementation
strategies. Population, housing and employment projections and draft plan maps will be
presented at this meeting.
The third task force meeting will involve the review of a
draft plan document and plan maps. Revisions will be
made to reflect public input and new information.
isoitittol
Plan Charette
After the task force meetings are held and draft plan is
in hand, a plan charette will be held with the Planning
Commission and City Council to go over the key plan
elements to ensure vision is carried through with proposed policies and guide plan maps.
Two public hearings are expected with the adoption of the plan: one will recommend the
plan to the Metropolitan Council for their review and approval, and the other will be final
adoption of the plan by the City. We will work with the Metropolitan Council
representative throughout the process to ensure plan requirements are met without
compromising the key values, goals and policies of the City.
Draft Document
The drafting of the document is an iterative process that begins at
the initiation of the project and continues until the plan meets
with the approval of the City Council T -
Collecting and analyzing data and preparing graphical
representations of the data will begin upon notice to proceed.
Sections will be distributed to City staff as they are completed as
part of the progress reporting.
(KS
Page 9 A Proposal for the Facilitation and Preparation of
the City of Ramsey Comprehensive Plan
