The city has experienced significant change in recent years, and it is important that the new comprehensive plan reflect the change in policies and growth strategies for the future. Strong emphasis will be placed on the public input process and incorporating the Ramsey3 efforts. Information outlined in the Metropolitan Council's System Statement will also be provided. This comprehensive plan will provide a working document for the City, the developer and the community to use when reviewing and proposing new developments. It will also guide new public investments for the future. 5.2 Project Approach Our approach to comprehensive planning centers on public participation. The more involvement the community has, the more the plan will reflect the community's goals. This also gives the community a sense of ownership of the plan that is key to implementation. The project will involve the time, energy and hard work of not only Loucks Associates facilitating the process, but also the representative task force and support from City officials in order to be successful. It will reflect the true goals and objectives of the citizens and stakeholders at large. This policy plan will be developed the context programming, budgeting and implementation choices as well as long- term commitments. The results of the Ramsey3 process will also be incorporated into the public input process and will serve as a basis for policy development in addition to the public participation identified in this endeavor.
