Mark K. Nolan, AICP -.
Senior Urban Planner
Experience, Continued
goals and policies to help Gem Lake cope with strong development
pressures and the requirements of the Metropolitan Council, while
preserving its unique "North Woods" atmosphere. Mark also assisted
the City with its day-to-day planning, urban design and ordinance
needs.
• Midtown Greenway Land-Use and Development Plan—Minneapolis,
Minnesota. Mark managed the preparation of a land-use plan and
development guidelines for the area surrounding the Midtown
Greenway, a former rail corridor trench that has been converted to a
bike path and future location for transit. The Greenway travels across
the entire width of the city and connects a variety of neighborhoods ,..
with the Chain of Lakes, the Mississippi River and the Hiawatha LRT line.
This plan evaluates existing and future land uses along the corridor and '
creates a comprehensive vision and strategies to guide development
and public improvements along the Greenway.
• Wadena Mixed-Use Subdivision Development Plan—Wadena,
Minnesota. Mark managed the preparation of a plan to guide future
land uses and development for a 220-acre City-owned site that includes
the former Wadena Municipal Airport site adjacent to a city park, multi-
purpose trail and potential future highway bypass. Three land-use and
infrastructure planning concepts were prepared that includes a mixture
of residential uses as well as commercial and open space uses.A public
engagement process resulted in a preferred subdivision concept and
infrastructure requirements that will later be taken into the engineering
and platting stages.
• Development Objectives for the University Avenue SE/29th Avenue
SE Transit Corridor—Minneapolis, Minnesota. Located in the
Prospect Park neighborhood in southeast Minneapolis, the project area
is focused on a potential future light-rail or bus rapid transit station on r
the Central Corridor. The primary focus of the project was to engage
and facilitate the public process of formulating development objectives '
that will be used to shape future transit-oriented and supportive
redevelopment while creating two potential redevelopment schemes
for the project area.
• Northeast Diagonal Land-Use/Transit Study— Hennepin and
Ramsey Counties, Minnesota.A series of development scenarios
was prepared to project population and employment growth at 15 —
opportunity sites along the corridor. Ridership projections based on
these scenarios then indicated the potential to support new transit "4,
infrastructure. Responsibilities included assimilation of background
field and electronic data; GIS data examination and representation; and
preparation of three Smart Growth scenarios for each opportunity site.
• West Side Flats Master Plan—St. Paul, Minnesota. The West Side
Flats site is currently taking shape and contains a high quality public r
realm, a diversity of housing types, corporate and community uses,
and a strong relationship to the Mississippi River, downtown Saint Paul
and the greater West Side neighborhood. Responsibilities for this
urban mixed-use project included design input and content for the
master plan document and developing quantity take-offs for the f _':
development plan.
a• __^ CAoLssoN
2 ASSOCIATES '
