We
encourage you to contact these clients to evaluate Bolton&Menk's performance on similar projects.
Comprehensive Transportation Study,Rice County, Minnesota
Contact:Dennis Luebbe, County Engineer
The Twin Cities Metropolitan Area has been experiencing
rapid growth, over 15%from 1990 to 2000. Rice County is A BC DE
located south of and immediately adjacent to the 7-County ""<-- WEB
i s F
Metropolitan Area. Likewise, it has experienced significant N ` tE--`
residential development pressure. I l ''a, ''
i :"i r. 'r
ink
,. Most of the travel through the County has historically relied P 0 'mot
on the State highway system. The County highway system has .411i Film
primarily served inter-county and local trips, as well as local ► t". =`r'''
• land access, and lacks continuity to accommodate longer trips. Fe ,'i9 U
Today, the transportation system has increasing safety *
problems and reduced capacity. To address these problems, T ` ■
^ Rice County embarked on developing their first countywide
-. Transportation Plan. Countywide Roadway Continuity Vision
Bolton&Menk's approach was to develop objectives to serve as the basis for developing system
continuity. The result is a long-term(post 2025)roadway Continuity Corridor Vision that provides a
^ foundation to preserve corridors for future improvements, prioritizes investments, and serves as a guide for
continued development of the transportation system.
This Transportation Plan provides a unique planning tool for landowners, developers, cities and townships,
and the County. Often times, many plans fall short when growth does not occur in the areas anticipated,or
growth exceeds projections. As a result, thetypical 20-year transportationplan doesn't identify system
P j P fY Y
needs over the long term, and opportunities are often lost. The Bolton&Menk planning effort for Rice
County, however, will be sustained and will provide an important basis for making decisions,
synchronizing planning efforts, evaluating development proposals and preserving corridors for future
improvements.
Proposal for Professional Planning and Engineering Services Section 1 - 7
2008 Comprehensive Plan Update Submitted by:
City of Ramsey, Minnesota NAC and Bolton&Menk
