To <br /> help assure that this Vision is implemented, consensus on the Vision was developed and documented in a <br /> Memorandum of Understanding(MOU)between Rice County and its cities and townships. The MOU <br /> serves as a valuable tool to affirm responsibilities and obligations of each group. With this in mind,the City Council asked Bolton& Menk to develop a transportation plan to help <br /> guide development and plan for the most cost effective and efficient infrastructure. <br /> Our scope of work included: <br /> • Developsystem principals and standards, includingfunctional classification,roadwaycapacity, access <br /> Y P p <br /> management and spacing, and geometric design and right of way standards. <br /> ^ • Inventorying the collector/arterial street system for right-of-way widths,travel lanes,parking lanes, <br /> pavement type, speed limits,traffic control and functional classification. <br /> • Identifying current capacity and safety needs,jurisdictional issues, incorporating findings from existing <br /> transportation studies, and multimodal transportation <br /> opportunities. <br /> - • Recommending future roadway corridors that <br /> support identified land use designations and their <br /> Ali ,F - - I 1 functional classification, future study areas, and <br /> evaluating intersection sight distance deficiencies. <br /> ^ • Determining projected 2030 traffic volumes, and <br /> evaluating and recommending solutions for <br /> = deficiencies in the transportation system. <br /> MEW <br /> LL • Identifying goals and implementation strategies. <br /> 1 1 y <br /> Southeast Scott County Comprehensive Plan, Scott County,Minnesota <br /> Contact:Lezlie Vermillion,Public Works Director <br /> ^ The number of dwelling units constructed in the 1990's within the communities of Elko,New Market, and <br /> ,.� New Market Township has grown by over 400% since the previous decade,with 73%occurring from 1998 <br /> to 2002. In response to the pace and amount of growth, Scott County and the Metropolitan Council teamed <br /> with the local communities to develop a shared comprehensive plan that would guide their decisions to <br /> ^ achieve their vision of the future. <br /> While most community's comprehensive plans look into the future 20 years,this Plan was different in that <br /> it identified the communities' vision for the area upon full development.
