<br /> including land use and transportation. The transportation element of the Plan provided the rationale for

<br /> Using aerial topography,the City was broken down into individual service areas and an implementation
<br /> plan was developed that allows the City to locate and size trunk sewers so that they are accessible and
<br /> provide the capacity needed to match development potential. In addition, recommendations for the
<br /> ...\ expansion of the City's water supply facilities were provided.
