I <br /> NAC <br /> o z <br /> C.rrt l m <br /> SCOPE OF SERVICES <br /> A summary ofour approach to the key project elements is outlined in the following phase and task <br /> descriptions: <br /> ^ PHASE 1: GOALS AND POLICY DEVELOPMENT <br /> Task 1.1: Public Participation <br /> Objective: Develop process for incorporating Ramsey3 recommendations into <br /> Comprehensive Planning process <br /> Description: NAC, with City staff, will develop a process for guiding and utilizing a set of <br /> outcomes for the Ramsey 3 process,with the goal of helping the participants and <br /> ,.� organizers to elicit results than can be most effectively used in the City's Comprehensive <br /> Plan. With this task,the planning process can be significantly streamlined, utilizing the <br /> ongoing public participation to test ideas and land use concepts that will best meet the <br /> City's expectations. It is anticipated that the Ramsey 3 project will provide an extensive <br /> baseline of land use policies and issue identification. <br /> Key Staff Involved: Grittman, Richards <br /> Task 1.2: Goal and Policy Development <br /> .-. Objective: Develop a draft set of land use goals and policies for use in concept and land <br /> use planning at next stage. <br /> Description: From a practical standpoint in the City's development decision-making <br /> process, policy planning provides a base line against which unplanned development <br /> proposals can be measured. The published policies will give Ramsey a solid, defensible <br /> ^ basis for approving or rejecting proposed development requests. Similarly, prioritizing the <br /> City's resources can best be accomplished when the goals are clear. As part of this stage, <br /> the following steps will be completed: <br /> • Consultant development of Goal and Issue categories for policy consideration. <br /> • Preparation of Goals and Policies report. <br /> • Meeting with Planning Commission and City Council to review draft Goals and <br /> Policies. <br /> • Finalization of Goals and Policies chapter. <br /> Key Staff Involved: Grittman, Richards <br /> Proposal for Professional Planning and Engineering Services Section 2-3 <br /> 2008 Comprehensive Plan Update Submitted by: <br /> City of Ramsey, Minnesota NAC and Bolton&Menk <br />
