16. <br /> NAC. <br /> iilj <br /> RAN ISFY <br /> wh,inn-mend', <br /> PHASE 2: PROJECT INITIATION,ISSUE IDENTIFICATION,INVENTORY AND <br /> .-� ANALYSIS <br /> Task 2.1: Existing and Future Land Uses <br /> Objective: Prepare all background documentation, policies, concepts, and plans to direct <br /> the City's land use decisions through 2030, and complete the submission requirements for <br /> the 2030 Comprehensive Plan Update to the Metropolitan Council. <br /> Description: Building on the base of information already available, and the public <br /> comments elicited trough Ramsey 3, the consultant team will develop a series of land use <br /> ^ scenarios that will guide the long-term land uses in the City of Ramsey through the 2030 <br /> planning horizon. <br /> Inventory. Concurrent with the Ramsey 3 activities,NAC will begin the required data <br /> ^ collection and analysis that will form the basis of the statistical submissions to Met <br /> Council, as well as provide the context for additional issue identification to be built into <br /> both the land use analysis and the transportation planning. We expect this task to include <br /> the following activities, at a minimum: <br /> • Interviews with individual City officials(City Council, Planning Commission, <br /> ^ Park Board, City staff)and major property owners to identify issues and provide <br /> ^ direction for plan development. <br /> • Monitor and observe the Ramsey3 citizen group and gather working document. <br /> .�. • Identification of additional public participation needs which may include small <br /> neighborhood meeting groups to develop acceptable urban and rural transition <br /> concepts. <br /> • Collect maps,records,and other data available through the City, County, State <br /> Agencies, or other sources. <br /> • Highlight noteworthy issues apparent from the collected Inventory. <br /> • Cross check the physical inventory information with issues and information <br /> collected through the community interviews. <br /> • Prepare a summary report with comments on the relevant topic areas raised by the <br /> Inventory analysis. Conduct open house/community meetings. <br /> • Finalize the Issues/Inventory for inclusion in the Comprehensive Plan. <br /> Development Framework. The Development Framework of the Comprehensive Plan <br /> consists of the physical plans and programs, which lay out the City's proposed land use, <br /> transportation system, and other community facilities plans. The breadth of this section is <br /> determined,to an extent, by the issues that are identified in the early stages of the planning <br /> �-. process. Each step in NAC's planning process is tied to the others in this same way. In <br /> this section,the City's plan for directing development would be established.
