ON.. <br /> NAC <br /> ( r/1 ,r m �_ <br /> 4,i <br /> RA1NISI�_}, xs T � <br /> In addition,the Development Framework will address conflicts between urban and rural <br /> areas and to determine what is an acceptable transition between zones of rural and new <br /> urban development. By utilizing natural resource inventories with other development <br /> criteria, we will be able to determine where future development is logically sensible. In <br /> addition to the land use element of the plan,transportation planning will identify the <br /> roadway network improvements necessary to support the expanding land uses. Existing <br /> ^ traffic forecasts will be used to evaluate roadway capacity need through 2030. <br /> A major task component of this phase of work will be land use workshops that will focus <br /> on developing alternatives to direct urban-rural land use conflicts. Possible concepts may <br /> include cluster design, bufferyard separations, and density transfers, among others. The <br /> consulting team will meet with a series of neighborhood groups to develop this <br /> component, extending the interest generated from the Ramsey 3 process. <br /> ,� Throughout the planning process, but especially during this phase,NAC/Bolton& Menk <br /> will work with the City to provide input and analysis of the impact of land use plans on the <br /> City's transportation infrastructure. A draft Development Framework will be prepared as <br /> .. follows: <br /> The Development Framework phase will typically require two working conferences to <br /> refine a conceptual land use and transportation plan. NAC will also conduct reviews with <br /> City staff as necessary to discuss initial changes or alternatives for community <br /> consideration. The Development Framework tasks are as follows: <br /> • Preparation of concept, land use, transportation plans and alternatives, as <br /> appropriate. <br /> • Neighborhood-level land use workshops analyzing urban-rural transition options. <br /> • Presentation of concept, land use,transportation plans and alternatives to <br /> Planning Commission. <br /> • Draft Development Framework text utilizing input from the Planning <br /> Commission. <br /> • Development of subchapter plans supporting the land use element(natural <br /> resources,transportation, utilities, community facilities, etc.). <br /> • Presentation of Development Framework to the Planning Commission and City <br /> Council. <br /> • Hold open house meeting or meetings to provide informal community input. <br /> �-. • Conduct workshop meeting with Planning Commission and City Council. <br /> • Finalization of Development Framework. <br /> Key Staff Involved: Grittman, Richards, Rexine, Schumacher-Geogopoulos <br /> Proposal for Professional Planning and Engineering Services Section 2-5 <br /> 2008 Comprehensive Plan Update Submitted by: <br /> .-.
