t 0 aM <br /> NAC p Z <br /> RA N'IS1'.Y <br /> Task 2.2: Transportation Plans <br /> Objective: Prepare a Transportation Plan for the City of Ramsey that fulfills the <br /> requirements of the Metropolitan Council as well as provide guidance for future decisions <br /> affecting transportation infrastructure. <br /> Description: Bolton&Menk will expand upon previous comprehensive transportation <br /> planning work, which focused on roadway system needs, and create a more balanced, <br /> multi-modal transportation system vision for the City of Ramsey. <br /> Highway and Roads Requirements: Bolton&Menk will review and consolidate previous <br /> roadway system planning documents to provide the City of Ramsey transportation system <br /> policies, standards, and guidelines. These will include a review of the existing and <br /> planned Roadway Functional Classification, Roadway Capacity, Access Management <br /> Guidelines, Geometric Design Standards, and Roadway Jurisdictions. Bolton& Menk will <br /> work with city staff to resolve conflicting recommendations between the previous <br /> planning efforts. Previous planning efforts that will be used for the completion of this task <br /> include, but are not limited to: <br /> • 2001 City of Ramsey Comprehensive Plan <br /> • TH 10 Access Management Project <br /> • TH 47 Subarea Study <br /> • Ramsey Town Center, Ramsey Crossings, Pulte Homes <br /> ^ Environmental Documents <br /> Bolton &Menk will update and build upon work already completed by <br /> previous comprehensive planning including: <br /> ^ • Review Existing System Volumes and Capacity Needs <br /> • Review 5-yr Crash History within the City <br /> .-. • Update Future Roadway Functional Classification Map <br /> • Update Regional Travel Demand Model(provided by Anoka <br /> County)with updated 2030 Social and Economic data. (Anoka <br /> County has agreed to provide the previous model prepared on <br /> ^ behalf of the City) <br /> • Update Future Roadway and Capacity Needs and Safety Needs <br /> Bolton& Menk will provide input on potential land use planning scenarios as they relate <br /> to capacity improvements on the roadway system. Strategies that include developing land <br /> use plans where goods and services can be easily reached by walking, biking, and/or <br /> transit will be encouraged. <br /> Bicycle and Pedestrian Requirements: In addition to roadway system planning, Bolton& <br /> Menk will assist in developing travel demand management goals and implementation <br /> strategies that help reduce the reliance on the vehicular travel and traffic congestions. <br /> Bolton& Menk will expand upon the City's Park and Trails Plan to ensure Ramsey3 <br /> walkability objectives can be included in the comprehensive plan.
