<br /> Ms. Mitchell's role in this planning study was to review a 450-acre future residential development area
<br /> located north of TH 10 in Big Lake and determine the community's transportation system needs within the
<br /> ,.� area. To ensure community continuity to a future planned interchange, an evaluation of future adjacent
<br /> land use opportunities and intensities was completed to identify the transportation corridor's function and
<br /> design, as well as its alignment.
<br /> CSAH 5/County Road 43 Redevelopment Area Traffic Study,Big Lake,MN
<br /> Ms. Mitchell's role in this planning level study was to research existing plans, identify future
<br /> redevelopment land use opportunities,and determine the change in traffic generation associated with a 32-
<br /> acre commercial redevelopment area located along TH 10 in Big Lake. Traffic engineers used this
<br /> information to analyze roadway and intersection capacity, develop recommendations on geometric and
<br /> .-. traffic control improvements, and identify future right-of-way needs for the state, county, and city
<br /> roadways.
<br /> Central Rural Reserve Study,Ramsey,MN
<br /> Ms. Mitchell's role in this study is to provide transportation information and expertise to understand the
<br /> relationship between the redevelopment/development of land within the Rural Reserve Study Area and the
<br /> surrounding property, as well as broader community infrastructure needs within the Study Area. She also is
<br /> responsible for coordinating the implications of the extension of municipal utilities,analyzing
<br /> implementation strategies,developing cost estimates for city contributions towards collector and arterial
<br /> roadways, and meetings with city staff, elected officials, and the land use consultant.
<br /> Previous Planning Experience
<br /> Prior to joining the firm in April 2004, Ms. Mitchell was a Principal Planner for Scott County. Her
<br /> experience also includes working as a Zoning Assistant for Carver County and an Associate Planner for the
<br /> City of Prior Lake.

<br /> Ms. Mitchell managed and completed special land use,transportation, and infrastructure studies, including
<br /> management of consultants as necessary. Her tasks as lead on the project included defining issues, scope,
<br /> and timeline for completion,determining tasks, completing and/or assigning tasks, facilitating multi-facet
<br /> participation and input, building consensus, conducting public meetings, and presenting findings.
<br /> ➢ Southeast Scott County Comprehensive Plan Update. Tasks included defining scope, organizing
<br /> community participation and input, facilitating goal identification, land use designation and roadway
<br /> functional classification locations, and drafting document text.
<br /> ^ ➢ Transportation Projects/Studies. Tasks included soliciting and coordinating participant involvement
<br /> (e.g. city,township,development community, county departments, and public),defining project objectives,
<br /> building project and participant consensus,encouraging participants' goals to meet project objectives, and
<br /> determining tasks to complete the project(e.g. design and construct road).
<br /> Ms. Mitchell also coordinated, facilitated communication and cooperative working relationships between
<br /> cities and townships to solve mutual problems, draft orderly annexation agreements, as well as to promote
<br /> implementation of appropriate growth management and orderly extension of utilities. She managed
<br /> complex land use applications relating to the physical development of Scott County.
