City Attorney Goodrich replied that they would only be waiving right of access, which gives up
access to Highway #10, but does not take away compensation for the needed land.

Consensus of the Council was that there should be an access along the common property line and
direct staff to attempt negotiations to resolve the situation.

2) 2001 Objectives and Work Plan

Mayor Gamec continued review of the 2001 Objectives and Work Plan.

Councilmember Zimmerman stated that there seemed to be an increase in the number of trains
going through the City of Ramsey and inquired if there was any documentation as to the number
of trains that go through the City.

Mayor Gamec replied that it might be possible to receive the information from the North Star
Corridor.

Councilmember Anderson requested that building a quality community be included on the list.

City Administrator Norman stated that he would update the 2001 Objectives and Work Plan and
place it in the Council's weekly update.

3) City Hall Remodeling/Addition

City Administrator Norman stated that it has been discussed that once the Council Chambers are
relocated to Fire Station No. 2, the Engineering department would be moved upstairs and the
staff could determine what other things they could do to the facility to solve the current space
needs. He inquired if they should be looking at ways to renovate the existing building as well as
considering an addition. Mr. Norman presented the Council with a case that was put together a
couple of years ago to receive quotes regarding the expansion of City Hall, which the Council
chose not to proceed with at that time. Staff recommended hiring a Project Manager to assist the
City with process.

Councilmember Hendriksen stated that all the discussion is based on the contention that they are
out of space, which he would argue is not the case. He felt that there, are things that could be
done to the existing building at minimal cost and yet make the building a nicer place to work.
He suggested having the Council tour the building so he could point out the wasted space and
what he thinks could be done to solve their space needs.

Mayor Gamec recessed the Council work session to tour City Hall at 7:45 p.m.

Mayor Garnec called the Council work session back to order at 8:05 p.m.

Councilmember Zimmerman recommended that staff come back with some information as to
how much it would cost to renovate the existing building with an addition to the back.

City Council/April 2, 2001
