City Administrator Norman stated that staffwould prefer that the Council hire a Project Manager <br />for whichever route they choose to take. He also noted that he would have the Finance Officer <br />put together some financing options. <br /> <br />Councihnember Anderson stated that the Council is in the process of discussing a community <br />center and a building for QCTV, which is a lot of revenue projects. <br /> <br />Councilmember Hendriksen replied that the QCTV project would be paying for itself. At the end <br />of the 15 year lease, the City could have a police sub station or could sell the building for a <br />profit. Building a new City Hall will produce no revenue for the City. <br /> <br />City Administrator Norman stated that he would bring back a couple cases for Council <br />consideration. <br /> <br />4) Water Tower Antenna Space <br /> <br />City Administrator Norman presented the Council with a Planning Commission case regarding a <br />request from Verizon Wireless to place an antenna on the City's Water Tower No. 1, which <br />would include a building at the base of the tower. He stated that if the City is to allow the <br />request staff would recommend that the monthly rate be increased. <br /> <br />Councilmember Hendriksen stated that if the City is going to consider the request they should <br />require that the building be built bigger to accommodate other facilities if feasible. <br /> <br />Councilmember Zimmerman stated that he feels that water towers are a more reasonable location <br />for the antennas, but did feel that the monthly rate should be increased. <br /> <br />City Administrator Norman stated that staff would begin negotiations including the option of <br />sharing the facility with other users. <br /> <br />5) QCTV <br /> <br />Councilmember Hendriksen presented the Council with a document that reviewed the three <br />different options available to QCTV and the financial implications of each. The chart indicated <br />that the City of Ramsey option would save QCTV a half a million dollars in comparison to the <br />proposal of Jerry Cotton. <br /> <br />Councilmember Anderson stated that she has been told that QCTV currently has a lease on their <br />existing building for several years at a rate that no one could match. <br /> <br />Councilmember Hendriksen replied that that is true, but even factoring that rent into the overall <br />picture, the City of Ramsey option is still considerably cheaper and would allow QCTV to have <br />all of their offices under one roof rather than in two buildings. <br /> <br />Councilmember Anderson stated that as a Joint Powers Agreement, QCTV could own their own <br />building, but she is aware that there has been some hesitancy to owning their own building. <br /> <br />City Council/April 2, 2001 <br /> Page 4 of 6 <br /> <br /> <br />
