Councilmember Hendriksen replied that Anoka would prefer to keep things as they are, but it is <br />in the best interest of the City of Ramsey to build a positive good looking building. <br /> <br />The Council reviewed at length the numbers that were included in the breakdown of costs for all <br />three options. <br /> <br />Councilmember Kurak stated that she does not think that the City should be operating as a <br />landlord. She inquired as to whom would be responsible for finishing the interior of the <br />buildings QCTV or the City, and does the overall cost include the property management costs. <br />Would the maintenance of the building fall back on the tax payers if the City were a landlord. <br /> <br />City Administrator Norman stated that he would put together more information prior to the <br />QCTV meeting. <br /> <br />Councilmember Hendriksen stated that he has brought many of those same questions up to Terry <br />O'Connell and they would have to be worked out in the final document. <br /> <br />Councilmember Anderson stated that as a Joint Powers group, QCTV should be able to build a <br />building for as cheap as the City of Ram~ey could. She stated that she would be willing to <br />forego the property taxes, but is concerned about subsidizing the building. <br /> <br />Councilmember Hendriksen replied that the City would not be forgoing the taxes. He explained <br />that if a church purchases property in the City they are tax exempt. If QCTV purchases the <br />property in the City of Ramsey they will also be tax exempt. The question before the Council is <br />if they want to assist in anyway with bringing QCTV into the City of Ramsey. <br /> <br />Councilmember Anderson expressed concern over using up the City's bonding capacity. <br /> <br />City Administrator Norman replied that a revenue bond does not impact the City's bonding <br />capacity. <br /> <br />Councilmember Anderson stated that she would prefer that QCTV own the building rather than <br />the City. <br /> <br />Mayor Gamec stated that since QCTV is a tax free entity, the City might be better off in the long <br />term if they do lease the building to them. <br /> <br />Councilmember Hendriksen stated that QCTV just completed a franchise agreement for the next <br />15 years, which makes them an excellent tenant. There would be guaranteed revenue for the <br />term of the lease. <br /> <br />Councilmember Zimmerman stated that since QCTV is a tax free entity, he does not see any <br />reason for the City not to lease a building to QCTV.
