Councilmember Hendriksen inquired as to what statement he and Councilmember Kurak should
be making to QCTV. He reviewed the following three options: 1) The City of Ramsey could
help facilitate a building owned by QCTV. 2) The City of Ramsey could assist with the
financing of the building and at the end the lease the City would own the building. 3) QCTV
could secure their own financing and the City of Ramsey could help secure the land.

Mayor Gamec stated that his first option would be for the City to own the building and lease it to
QCTV.

Councilmember Anderson stated that she would prefer that QCTV built the building with their
own funding, but would not completely object to the other options.

Councilmember Kurak stated that she would like to see QCTV be located in the City of Ramsey,
but having them get their own financing.

Consensus of the Council was that QCTV should be presented with the fact that all five
Councilmembers would like to see QCTV located in Ramsey, but are split on the issue if QCTV
should own the building or the City of Ramsey own the building and lease it to QCTV, but all
would be supportive of the decision that QCTV makes.

ADJOURNMENT

Motion by Councilmember Zimmerman, seconded by Councilmember Hendriksen, to adjourn
the work session.

The work session of the City Council adjoumed at 9:15 p.m.

Respectfully submitted,

Nanci Libor
Recording Secretary
TimeSaver Off Site Secretarial, Inc.

~ty ~strator

City Council/April 2, 2001
