City of Ramsey. The study was a series of financial projections and assumptions supplied by the <br />City that allowed Springsted to perform an analysis that indicated the impact of growth and the <br />exception of revenues generate from the growth. The study focused on a time period between <br />1999 and 2005. It was determined after the study was presented that the study should have been <br />extended to include the de-certification of Tax Increment Financing District No. 6, which is <br />expected to be completed in the year 2006. Additionally, recent discussions of a City Hall <br />expansion project, which would require substantial financing, would require further study of <br />long-range revenue projections. Staff requested a quote from Juran & Moody for a fiscal impact <br />analysis and received a proposal in February. Financing for the fiscal impact analysis would <br />come from the Professional Services line item of the 2001 Budget of Administrative Services. <br />The proposed fee for the completion of the study is $6,000. <br /> <br />Councilmember Hendriksen inquired if the study included development that would occur west of <br />Ramsey Boulevard during that period of time. <br /> <br />Mayor Gamec replied that the study does not affect anything past Ramsey Boulevard. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to contract <br />with Juran & Moody to perform a fiscal impact analysis of projected revenues for the period of <br />2002 through 2006. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Kurak. Voting No: None. <br /> <br />Mayor Gamec recessed the regular City Council meeting at 9:12 p.m. <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 9:20 p.m. <br /> <br />Case//8: Well House//3 Land Acquisitions <br /> <br />City Attorney Goodrich stated that the City needs to acquire an access and easement to Well No. <br />5. The Council discussed the issue during a Closed meeting and recommended an alternate <br />route. Staff has reviewed that alternate route and wanted to discuss it with the Council. <br /> <br />City Engineer Olson stated that it was a good suggestion that Well //5 be connected to the <br />existing system to the east on the future Sunwood Drive, however, there are several issues that <br />relate to that connection and the reasons that staff was recommending staying with the alignment <br />that would go to the north to C.R. #116 are as follows: ~ <br /> <br />1) <br /> <br />Detailed alignment planning for Sunwood Drive is premature. Land use patterns are only <br />conceptual at this stage and storm water capacity needs are unknown making it difficult to <br />design Sunwood Drive around a storm water ponding system as illustrated in the current <br />concept.
