Mr. Norman commented that we should avoid a busy logo because it is useless.

Councilmember Anderson suggested looking at what we have received for ideas.

Consensus was to bring the logos back for Council to re-review.

#3: Andover Development Policy

Mr. Norman introduced this as a topic requested by Councilmember Hendriksen. He
disseminated the Development Policy guideline from the City of Andover.

Councilmember Hendriksen stated that he talked to Don from the City of Andover, who is on the
QCTV Board. He felt their policy was a reasonable concept.

Mayor Gamec suggested that Council read through the handout and that this would be brought
back to a work session agenda for discussion and that it would be one of the first items.

Mr. Norman stated that he would keep all the tabled items at the top of the next work session
agenda.

Councilmember Zimmerman stated he was talking about contract zoning. This is where the City
and the developer sign a contract. Then if a year or two passes and nothing has been done, the
rezoning would be null and void.

Discussion ensued with regard to how this contract development would work.

Councilmember Anderson felt it was worth looking into.

Council asked staff to get Andover's contract ordinance. Staff will call Andover and ask for
salient points of how their ordinance works - process and procedure.

#4: Community Calendar

A memo was disseminated from Community Development Assistant Megan Wald regarding
Community Calendars. Mr. Norman presented calendars from different communities for the
Council to review.

Consensus was that Council preferred the calendar done by the City of Coon Rapids and asked
that Ramsey's calendar contain nature scenes from the City of Ramsey. It was suggested that the
pictures showing people and events not be used.

#11: Stormwater Assessment Policy

Councilmember Zimmerman stated that we should touch base with how we are going to treat
stormwater areas that we go into.

Council Work Session - April 30, 2001
