Councilmember Kurak asked if it isn't up to the developer to take care of his own drainage.

Council discussed different drainage concerns and problems.

Councilmember Zimmerman stated that the City of Ramsey threw in $100,000 for an overflow
pipe. Is that part of our responsibility or should we shoulder all of that cost.

Councilmember Kurak felt it should be solely on the developer. The City should not be involved
at all.

Councilmember Hendriksen suggested the City would have fewer headaches if we define all this
up front. If you have land and you want to handle the drainage on site - fine. If you do not have
it, then the City needs to do something. Other cities may have a policy Ramsey could review.
These are pretty well defined engineering standards we are dealing with.

Mr. Norman stated he would give this information to City Engineer Brian Olson.

Councilmember Zimmerman stated he wanted this discussed so that when it comes up, the City
will have a policy.

#12: Rental Ordinance

Discussion ensued relating to rental property and control over it. It was noted that the City could
have more control over rental properties if there is an ordinance set ahead of time.

Mr. Nonnan stated that Assistant City Administrator would check with other cities for their
rental ordinance.

ADJOURNMENT

Motion by Councilmember Zimmerman and seconded by Councilmember Kurak to adjourn the
work session.

Motion carried.
