Motion by Councilmember Menth, seconded by Councilmember Riley, to recommend that the <br />th <br />City Council accept the quote and award a construction contract for 5751 164 Lane Drainage <br />Improvements, Improvement Project 19-17, to Dryden Excavating Inc. in the amount of <br />$22,827.78 with the construction staking to be completed by Bolton & Menk at a cost not to exceed <br />$1,000. <br /> <br />Motion carried. Voting Yes: Chairperson Kuzma, Councilmembers Menth and Riley. Voting <br />No: None. <br /> <br />5.04: Consider Recommendation to City Council Accepting Quotes and Awarding <br />Contract for 9591 Inverness Lane Drainage Improvements, Improvement Project 20- <br />08 <br /> <br />City Engineer Westby reviewed the staff report and recommendation to recommend that the City <br />Council accept the quote and award a construction contract for 9591 Inverness Lane Drainage <br />Improvements, Improvement Project 20-08, to Dryden Excavating Inc. in the amount of <br />$53,058.77. <br /> <br />Councilmember Riley asked if this project would prevent the water from freezing in the pipe. <br /> <br />City Engineer Westby confirmed that with the greater slope and larger pipe, water should flow <br />through the pipe better and help keep it open. <br /> <br />Councilmember Riley asked if the problem was created through grading of the neighborhood or <br />whether it comes down to the culvert and pipe. <br /> <br />City Engineer Westby explained that it is a combination of a few things. He explained that <br />backyard drainage systems were popular in the past but tend to cause problems. He commented <br />that drainage ditch systems are also more problematic because the slope tends to be altered through <br />sediment accumulation and work in the right-of-way by utilities. <br /> <br />Councilmember Menth asked if Elk River installed this culvert with the Jarvis Street construction. <br /> <br />City Engineer Westby stated that Elk River developed the project plans and constructed the <br />roadway, with Ramsey paying a portion of the cost. <br /> <br />Councilmember Menth commented that the culvert is small and is the high spot in the ditch, which <br />will cause the water to freeze. <br /> <br />Motion by Councilmember Menth, seconded by Councilmember Riley, to recommend that the <br />City Council accept the quote and award a construction contract for 9591 Inverness Lane Drainage <br />Improvements, Improvement Project 20-08, to Dryden Excavating Inc. in the amount of <br />$53,058.77 with construction staking to be completed by Bolton & Menk at a cost not to exceed <br />$1,600. <br /> <br />Public Works Committee / September 15, 2020 <br />Page 4 of 5 <br /> <br />
