COMPREHENSIVE PLAN UPDATE <br /> —' CITY OF RAMSEY <br /> Project Initiation, Issue The Landform Team will initiate the Comprehensive Plan <br /> Identification, Inventory and process in conjunction with the Ramsey 3 process. The <br /> Analysis framework of the Comprehensive Plan will be determined as a <br /> result of the Open Space Technology (OST) meetings. The OST <br /> meetings, and open house/public meetings that follow, will assist <br /> in the identification of the major issues that Ramsey is facing. <br /> It is apparent that the City of Ramsey is feeling the demand to maintain <br /> a small-town and rural feel in the face of increasing development <br /> pressure. Although this belief might not be shared uniformly, it is <br /> — clear that a large percentage of the Ramsey population moved <br /> to the area for some of its rural appeal and quiet atmosphere. <br /> Increasing development pressures have resulted in movement from <br /> rural to urban lot sizes as a result of the growing availability of <br /> municipal services. Public open houses and internal work sessions will <br /> ensure that the resulting plan supports the values of the community. <br /> The development of the Comprehensive Plan will include an <br /> analysis of existing conditions, preparation of implementation <br /> strategies, and identifying the needs and opportunities in <br /> Ramsey by concentrating on the following areas of study: <br /> as <br /> Existing and future land uses <br /> This area of study will also ensure that the current zoning <br /> and future land use maps match the language in the <br /> Comprehensive Plan. Additionally, the availability of sewer <br /> and water and the location of the MUSA line will be reviewed. <br /> A main component of this study area will focus on the R-1 Rural <br /> Developing district and the associated "cluster ordinance". Goals <br /> and policies for the rural area of Ramsey, as well as revisions <br /> to the "cluster ordinance" will be incorporated into the plan. <br /> Transportation plans = <br /> The Landform team will partner with the City's Engineering staff to <br /> review existing studies and make recommendations relating to highway <br /> alignments and transit/rail incorporation. Mn/DOT's Interregional <br /> Corridor Study for Trunk Highway 10 and the Trunk Highway 47 study <br /> will be reviewed as part of this process. This study area will also focus <br /> on the location and impact of a proposed river crossing, in collaboration - <br /> U <br /> with the City of Dayton, and planning for a Northstar rail stop on the <br /> proposed rail line between the cities of Big Lake and Minneapolis. <br /> U <br /> 0 <br /> W <br /> 0 <br /> a <br /> LANDFORM <br />
