Mayor Gamee stated that ACCAP had previously indicated that they would not build on that site
anyway.

City Administrator Norman stated that ACCAP is requesting that the wetlands be moved or the
City pay ACCAP for the land.

Councihnember Kurak stated that this has happened before in the City and wanted to know what
can be done in the future to prevent this from happening again.

City Administrator Norman replied that it is more of an internal problem and would recommend
possibly reorganizing the Engineering Department.

Councilmember Hendriksen stated that the City entered into a purchase agreement and more
recently moved forward with that purchase agreement, after the work was already completed. He
does not think the wetland mitigation was a surprise to ACCAP. He requested that staff examine
the claim and the validity of the claim.

Councilmember Zimmerman inquired the cost involved.

City Administrator Norman replied $269,000. He stated that he would have the City Attorney
respond to the validity.

6) City Hall Programming Needs

City Administrator Norman recommended bringing on a project manager and architect to start
the process again on analyzing the needs at City Hall.

Consensus of the Council was to involve an architect in the process.

ADJOURNMENT

Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to adjourn the
work session.

The work session of the City Council adjourned at 9:27 p.m.

Respectfully submitted,

Nanci Libor
Record ing Secretary
TimeSaver O]f Site Secretarial, h~c.

inistrator

City Council/May 15, 2001
