Staff is requesting that <br />you give some consideration to implementing a wetland buffer where applicable throughout the <br />plat. <br /> <br />lr:2nc Generation Analysis: Engineering Staff will review additional traffic generation <br />produced by the proposed plat at preliminary plat review. <br /> <br />Grading and Drainage Plans: Grading and drainage plans will need to be provided during the <br />preliminary plat process. Ponding will be required prior to discharge into public water bodies <br />such. a.~ the on-site wetlands. A permit from the Lower Rum River Water Management <br />Org[mization will be required, <br /> <br />,Streets and Access: The sketch plan proposes to convert the existing driveway on Tiger Street <br />u) 171 '~ Avenue NW, which will need to be built to city standards up to the westerly right-of-way <br />o~' Wolw:rine Street. The portion of 171st Avenue from this point to the western property line will <br />need l,o be dedicated as right-of-way to the City. Phase 1 also proposes construction of Wolverine <br />5~3~ south of 171st Avenue, connecting to the proposed Rum River Prairie subdivision to the south. <br />A tempr)rary cul-de~sac may need to be constructed on Wolverine Street in the event that the <br />dt:velopment to the south is not constructed concurrently with this proposal. The plan also shows <br />an outlot lbr a future connection to Wolverine St. to the north. Staff has submitted the sketch <br />pla~ I:o/\noka County. <br /> <br />.Sidewalks: City policy requires the installation of sidewalks along one side of all non cul-de-sac <br />pttbli, c ~m-eets in single-family developments. <br /> <br />Utilities: The new lots are proposed to be served by a common septic system, but must also be <br />de,signed co be served in the future with municipal sewer and water. Detailed information on the <br />:4eptic system, including primary and secondary site locations and proposed well locations, must <br />be provided with the preliminary plat submittal. You are proposing to share a septic facility with <br />the Rum River Prairie subdivision to the south. Staff will be working with you to determine what <br />infbrmation is necessary fbr the submittals of both the on-site and municipal systems. <br /> <br />Home .Owners Association: A Home Owners' Association (HOA) is required for this <br />development, to manage and maintain the communal septic.system. The City will review all <br />NOA documents prior to release of the final plat for recording. The HOA will be required to <br />establish a financial surety to insure the adequate operation and maintenance of the on site <br />..;y~mm_ ~md the eventual connection to the municipal system when it becomes available. <br /> <br />Park Dedication: The sketch plan will be forwarded to the Park and Recreation Commission for <br />a recommendation on park dedication. The City has th~' option for land, cash or a combination <br />~hcre~)f. it is expected that a formal Park Dedication recommendation will occur at the <br />prcliminac/plat stage. <br /> <br /> <br />
