Associate Plam~er Wald stated the development would gain access to Erkium Street and down to <br />177th. <br /> <br />Mr. Thomas asked why the homeowners were not brought into the process on the Cluster <br />Ordinance before now. <br /> <br />Commissioner Johnson indicated the City tried to notify all residents of the city what was <br />happening. He noted that some of these 2 ½ acre lots will be developed into 7 or 8 new lots, and <br />more of that is what the City is trying to avoid. <br /> <br />Mr. Thomas indicated in Andover they are developing with 2 ½ acre up to 10 acre lots. He stated <br />it is hard to imagine 38 homes on 40 acres. <br /> <br />Commissioner Johnson stated he would suggest Andover will have a problem when City sewer <br />and water is available. <br /> <br />Roger Rowbotham, 17715 Erkium Street, showed his home on the map. He stated that out his <br />kitchen window will be the communal septic system. He indicated it was mentioned this is the <br />first proposed development, and he would like to see a working system, which is his first <br />concern. He stated there will be wells on smaller lots, which is also a concern for their existing <br />wells. He added that individual septics fail, and asked what would happen if this communal <br />system fails. He stated there is no track record for these systems. He indicated he understands <br />development happens, but this is making a decision for all of Ramsey. He added he wants to stay <br />in his home. <br /> <br />Mr. Rowbotham stated that Erkium Street will be bombarded with traffic, which is a disaster <br />waiting to happen. He stated the City needs to take it slow. <br /> <br />Commissioner Johnson noted that Staff should be able to provide examples of working <br />communal septic systems that the neighbors can look at. <br /> <br />Mr. Rowbotham asked what kind of timeline they are looking.at for City services. <br /> <br />Associate Planner Wald explained it would depend on demand, and the City's ability to service <br />the area, so it is difficult to say. <br /> <br />Commissioner Brauer suggested the concerned neighbors keep their ears open for more on the <br />Comprehensive Plan Amendment public hearings. <br /> <br />Mr. Rowbotham asked how large of a holding tank this would be, and how often it would be <br />pumped. <br /> <br />P34 <br /> <br />Planning Commission/May 5, 2005 <br /> Page 10 of 19 <br /> <br /> <br />
