Motion by Councilmember Jeffrey, seconded by Councilmember Cook, to table the request for
an Interim Use Permit; Case of Robert Guzzo.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Cook, Elvig, Olson,
Pearson, and Strommen. Voting No: None.

Case #5: Adoption of Interim Policy for Proposed Land Use. Changes

Community Development Director Trudgeon reviewed that for the past month, the City Council
and staff have been working on .crafting an interim policy regarding the consideration of
Comprehensive Plan Amendments until such time that the ComPrehensive Plan Update is
completed. At the March 22nd and March 29th work sessions, staff worked on draft of the
proposed policy. At the completion of the March 29th work session, the Council directed staff to
bring the proposed policy forward to a Council meeting for formal adoption. The policy, as
drafted, states the Comprehensive Plan Amendments will be reviewed at time of preliminary plat
consideration. This will allow for the Planning Commission and City Council to make a more
informed decision on the request since the needed information will be available at time of
preliminary plat.

Community Development Director Trudgeon indicated the Planning Commission reviewed the
draft interim policy. They stated that they were encouraged to see some guidelines being
adopted, but were concerned about the length it will take to complete the Comprehensive Plan
Update. They urged that the Comprehensive Plan Update be completed as quickly as possible.
He advised staff recommends approval of the proposed Interim Policy for Proposed Land Use
Changes.

Councilmember Strommen stated she felt very strongly about the need for this Interim Policy.

Motion by Councilmember Strommen, seconded by Councilmember Elvig, to adopt 'resolution
#05-04~110, approving the Interim Policy for Proposed Land Use Changes.

Motion carried. Voting Yes: Mayor Gamec,'Councilmembers Strommen, Elvig, Cook, Jeffrey,
Olson, and Pearson. Voting No: None.

Further discussion: Councilmember Strommen suggested the timeline for the Comprehensive
Plan and the steps that will need to be undertaken be reviewed at a future work session to be sure
the City is moving along at the necessary pace. Mayor Gamec noted there are three cities holding
hearings for their 2008 Comprehensive Plan. Community' Development Trudgeon indicated
some thought has been given to try to fulfill the 2008 requirements with the Comprehensive Plan
Update. The big stumbling block is that the system statement for land use will not be released
until the end of the summer.

P56

City CoUncil/April 26, 2005
