Voting No: None. <br /> <br />Case #4: <br /> <br />Request for an Interim Use Permit to Operate a Sign Business out of an <br />Accessory Building; Case of Robert Guzzo <br /> <br />C~)mmunity Development Director Trudgeon reviewed that the request by the applicant to <br />,operate a sign business out of a detached accessory building on his property was discussed at the <br />ias;t Council meeting. The Council tabled the request so that the findings of fact could be <br />revised, per the recommendation of the City Attorney. Staff has revised the findings of fact to <br />rettect Dvorably on the request, based on the duration of the permit, which would be six months. <br />i~' Mt'. Guzzo wishes to continue to operate the sign business after the expiration of the interim <br />t~se permit, he must apply for a home .occuPation permit and comply with all required measures <br />as outlined in City Code. He advised there are a couple of issues that will need to be worked <br />thottgh with. this operation. These issues include the access and turn around, and the employees. <br />'['hc larger issue is the compatibility to operate this business in this location. <br /> <br />C(>uncilmember Cook stated since this request came forward he drove out and looked at the <br />?,)perry and the neighborhood, which is few and far between for houses. He thinks it is very <br />likely tht: applicant will be able to bring this up to standards-for a home occupation permit. He <br />'~sees no problem with allowing six months for the applicant to address the situation. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to adopt Resolution #05- <br />05-128 adopting Findings of Fact//0719 relating to Robert Guzzo's request for an interim use <br />pc rm i t. <br /> <br />Motion carried. Voting No: None. <br /> <br />~vloti~m by Councilmember Cook, seconded by Councilmember Elvig, to adopt Resolution #05- <br />05-129 declaring terms of the [nteriTM Use Permit to operate a sign business in an accessory <br />s;tructurc on the property located at 6160 Green Valley Rd., based on the findings of fact, until <br />November 10, 2005. <br /> <br />[~'urtht:r discussion: Mike Villeneuve, 6230 .177th Lane NW, stated there is concern with the <br />m:ighbors in this area, and he does not know if there is a neighbor in favor of this. There were <br />r:onccrns brought up at the Planning and Zoning meeting. Green Valley Road is about ½ mile <br />long with a speed limit of 50 mph. There is already a large business, which is Green Valley <br />Greenhouse located on this road. This business puts more traffic on the road, with trucks and <br />materials coming to the business, which all has to be looked at. He has talked to every neighbor <br />in thc immediate area, and not one person is in favor.of this. The Council has to be careful on <br />g~'anting permits in these types of situations. He commutes over one hour each way to work. <br />Ramsey has a fine town going right now as far as separating residences and businesses, and he <br />wottld lil<c to see that continue. There are sheds~ outbuildings and pole barns going up all over, <br />bu~ that does not mean a business should be allowed in each of them.
