Mn_DOT has indicated that the proposed access onto TH 47 is <br />consistent with their access spacing guidelines. The installation of left turn lanes for both <br />northbound and southbound TH 47 will be required as will the construction of a northbound right <br />turn lane into the proposed subdivision. <br /> <br />Sidewalks: City, policy requires the installation of sidewalks along one side of all non cul-de-sac <br />public streets in single-family developments. The submitted preliminary plat is consistent with <br />this policy. <br /> <br />Utilities: This development is proposed to be serviced with municipal sewer and water and' an <br />overall utility plan has been presented as sheet C3 of the plan submittals. The sanitary sewer <br />system within the subdivision will be conveyed to a lift station which is to be located near the <br />intersection of Road C and Road D. This rift station will discharge through a forcemain, into the <br />gravity sewer located at the intersection of TH 47 and 156th Lane. In turn this gravity system <br />flows to the lift station located near 155th Lane between Krypton and Junkite Streets. That lift <br />station discharges to the gravity sanitary sewer located east of the Alpine Drive medical clinic. <br />Staff is recommending an engineering analysis of this system to ensure adequate sewer capacities <br />are available. <br /> <br />The utility plan also proposes the extension of a twelve inch watermain along the east side of TH <br />47 from 157th Lane to 160th Lane to service this subdivision. The City has prepared a trunk water <br />system distr/bution plan which includes this area which anticipates a sixteen inch watermain <br />along the west side of TH 47. Staff recommends that the developer be required to construct the <br />planned sixteen inch watermain on the west side of TH 47 from IS?th Lane to the northerly end <br />of this proposed plat. Two eight inch watermain connections should be made, one at 160th Lane <br />and the second .through an easement on the north end of the subdivision to provide two water <br />sources to this deveIopment. <br /> <br />Park Dedication: The'preliminary plat Will be forwarded to the Park and Recreation <br />Commission for a recommendation on park dedication. The City has the option for land, cash or <br />a combination thereof'. <br /> <br />Trails: Trail Fees must be paid for new lots created prior to release of the final plat for recording. <br />The Park and Trail Plan shows a trail on the east side of Highway 47; a 10~foot trail should be <br />added along TH 47 for the length of the subdivision. The Park and Recreation Commission is in <br />the process of updating the City's Park and Trail Plan. The draft plan shows a trail connection <br />from Highway 4:7 through the subject property to the Rum River. Staff will be recommending <br />that this trail be included within the plat. <br /> <br />Sewer and Water Trunk Fee: The Developer a;nd thd City will need to enter into an agreement <br />addressing the financing of the sewer and water extension to this development. <br /> <br />34 <br /> <br /> <br />
