The additional <br />iand,scapin, g should be fbcused along the eastern property line in the front portions of the two <br />Ix)ts. <br /> <br />A.t a mi~fimum, staff will be recommending additional landscaping for Lot 30 Block 2 and Lot 16 <br />B [oc[c 3, Lots 2-4 Block l, and additional evergreen plantings along Highway 47. <br /> <br />Wetlands: A substantial portion of the property is wetland,.which will need to be delineated and <br />er~cumbcred with drainage and utility easements on the preliminary and final plats. The City <br />anticipates adopting a wetland buffer ordinance in spring/summer 2005. Sheet L1 of the <br />submittals propose a 10 foot wetland buffer along all the wetlands in the plat. The preliminary <br />plat proposes to fill approximately 1,200 square feet of wetland (0,3 acres) to construct Street D; <br />this will be reviewed as part of the LRRWMO permitting process. <br /> <br />Traffic Analysis Report: The City Charter requires a traffic analysis report for this <br />development. City Staff has utilized the services of a consultant to prepare the report and the <br />expenses incurred have been charged to the plat application escrow fund. Staff will review the ' <br />results or' this report at the Planning Commission meeting. <br /> <br />Grading and Drainage Plans: A ~ading and drainage plan date~l 5/12/05 has been prepared for <br />tills subdivision by Mark Kretchmer PE. Staff offers the' following comments on this pian: <br /> i. Eot comer elevations need to be provided on all lot comers and along the centerline of <br /> drainage swales which do not coincide with common property lines. Drainage and utility <br /> easements need to be provided over such swales (i.e. over Lots 11 through 15 of Blockl). <br /> A table must be added specifying house type, garage elevation, minimum floor elevation, <br /> and lowest opening elevation. <br /> The location of the silt fence must be identified along ali areas adjacent to private <br /> property. The silt on the plan submitted is discontinuous in some areas. <br /> 4. A temporary cul-de-sac needs to be provided on the north end of Road A,.l_n addition the <br /> drainage off the pavement for this road segment should drain into the development and <br /> not onto private property to the north. <br /> 5. The plan should anticipate removing the "ears" of the temporary cul-de-sac located on <br /> 162nd Ave. The drainage from the east end of Road C must be directed into the proposed <br /> subdivision. <br /> 6. The 100-year flood elevation must be established for the large wetland which borders the <br /> cast property line of the proposed subdivision. The Iow floor, elevation of all units <br /> bordering this wetland must be two feet higher than this elevation. <br /> <br />f lalcuia~tions must be submitted showing the pre'and'post-runoff conditions.
