Marigold Pond <br />Preliminary Plat Review <br />May 27, 2005 <br />2of3 <br /> · While the proposed trees need to be installed in the front yards, they do not necessarily <br /> need to be in the corners of each lot. Instead, they should be installed in areas providing <br /> optimal growing needs. <br /> · Additional landscaping should be considered along the boundary of Highway 47, with an <br /> emphasis on evergreen species. This will not only help buffer the lots from the highway <br /> but also help mitigate noise, dust, and air pollution generated by the traffic..While some <br /> of these lots have trees that are slated to be preserved, if Highway 47 is widened in the <br /> future, many of them would need to be removed. So, while the focus of these planting <br /> should be on the lots south of 1 O0th Lane (where no trees exist), they should span the <br /> entire length of the property along Highway 47. <br /> · Planting specifications should be included with the landscaping plan. <br /> <br />Tree Preservation: A generalized tree preservation plan has been submitted that outlines the <br />areas to Be preserved during initial, grading and road construction'. A detailed inventory of trees <br />is required that includes species, size, condition, and any noteworthy comments. During <br />construction of individual homes, all efforts should be made to preserve individual trees <br />wherever feasible. <br /> <br />Tree save fencing is required around all trees or groups of trees to be preserved. The fencing <br />shall include, at a minimum, the entire area beneath the tree canopy, which is known as the <br />critical root zone. No construction activity whatsoever may occur within these areas. Moreover, <br />no construction shall begin until this fencing has been installed and approved by the City. <br /> <br />Finally, if oak trees exist on or adjacent to the development area, a plan must be submitted <br />outlining the actions that will be taken to protect those trees from oak wilt. Any clearing <br />involving oak trees cannot occur between April 15 and July .I 5 to protect against oak wilt. <br /> <br />Density Transition: Level 3 density transitioning requirements apply along the northern and <br />eastern property, boundaries, The transitioning requirements can be fulfilled by natural features <br />such as wetlands or by additional landscaping. <br /> <br />In Staff's opinion, the wetland that spans most of the eastern property line satisfies the <br />transitioning requirements for ali of those lots except Lot 30 Block 2 and Lot 16 Block 3. Also, <br />there appears to be significant tree cover along much of the northern property line that would <br />satisfy these requirements for Lots 6-7 and 13-16 Block 3, although a detailed tree inventory of <br />this area is needed to determine if the existing tree cover is sufficient. <br /> <br />Additional landscaping is needed for Lots 1-4 Block 1 and Lots 1, 2, 4, and 5 Block 3. There is <br />significant tree cover on the adjoining property tO the north of Lots 1 & 2 Block 1 as well as on <br />the adjoining property to the north and east of Lots 1,21 4 and 5 Block 3 that will also serve as a <br />buffer for the existing homes. The Planning Commissibn and City Council will need to <br />determine if that tree cover can be utilized to satisfy the transitioning requirements.' <br /> <br />32 <br /> <br /> <br />
