The'rn'aximum front yard setback from the sidewalk is 20 feet, and the minimum driveway length is 25.
feet. This will result in the need for garages that are setback from the front elevation of the home to meet
both of these requirements.

The preliminary plat shows a comb[nation of public and private streets. All of the private streets will be
24 feet wide and meet City standards for length. The development of the plat will include the
construction of the following public streets: 147th Lane NW extending west from Town Center Gardens,
Zeolite St NW, and Town Center Drive. The TC-4a District requires 2 off-street parking spaces for each
unit; the double garages and driveways provide 4 off-street parking spaces for each unit.

The Park Commission reviewed the sketch plan on February 10. They stressed the Town Center
Development guideline that encourages the use of private courtyards or usable greenspace being provided
for the residents of the buildings. The preliminary site plan complies with the development guidelines
and provides green spaces for recreational and stormwater management purposes on each block.

The Grading and Drainage and Utility Plans have been reviewed. A preliminary list of revisions are
listed in the City Staff Review Letter. Staff is still receiving and reviewing updates to the drainage,
grading, street, and utility plans. Additional information and revisions may be required once the Staff
review is complete.

The proposed Landscaping Plan easily exceeds the minimum planting requirements in City Code. The
Plan is acceptable with some minor modifications. No tree preservation plan is required as the site is
void of trees.

The Master Development Agreement for Town Center establishes that there are no park or trail fees due
on this plat. However, there is a park payment obligation in the 1st Amendment to the Master
Development Agreement that requires a cash payment, to the City, upon sale of the property in an
amount equal to $750.00 times the number of eligible units on the property in accordance with the zoning
regulations.

Recommendation:

Staff is still receiving and reviewing plans regarding the drainage, grading, street, and utility plans for
Ramsey Town Center 8"~ Addition. Staff will provide the Planning Commission with a recommendation
for the preliminary plat and site plan at the meeting. If the plans are not adequate or review of the plans
have not been completed, Staff will be making a recommendation to table consideration of the
preliminary .plat and preliminary site plan of 8th Addition.

Commission Action:

Will be based on discussion.

PC: 06/02/05

Review Checklist:
Community Development Director
Civil Engineer II
Recycling & Zoning Coordinator

44
