The "Symphony At 'i'own Center Document Package, Preliminary Plat and Preliminary Engineering" submittal ,:onsists ot' 33 sheets prepared by URS and Landform, dated April 29, 2005. We offer the ibllowing comments: General: The Subject Property is located south of Bunker Lake Blvd., north of East Ramsey Parkway, on both sides of Rhinestone Street. A total of 20.95 acres are contained within the proposed plat. The development project consists of 14.4 acres of housing units, 2 acres of pt. b Iic road right-of-way, and two outlots totaling 4.5 acres. Zoning/Density: The project area is located in the TC-4 Neighborhood District, which is intended to include a full range of housing types. The majority of the project area is in the T~)v,,n Center 4b Sub-District (TC-4b), which allows for residential uses at a net density of up to 15 units per acre. The Preliminary Site Plan identifies a density of 13.2 dwel, ling units per acre~ [t appears that the calculation excluded road right-of-way. The City's definition of density calculation does not exclude minor road right-of-way. Therefore, the density is de~crmined to be 11.6 units per acre [190 un/ts on 16.4 acres (20.9 acres minus 4.5 acres of ottl:lots) I. The preliminary site plan should be revised accordingly. an observation, it is noted that the density at the time of sketch plan review was 12.6 units atcre. One of the directives coming out of the Planning Commission review of the sketch pkm was that consideration should be given to increasing the density to ensure that the hot~tsirlg projections tbr Town Center are met. Subsequent to sketch plan, the plat has been revised to include additional acreage and d~elling units. However, the overall density has increased and it appears that it may have decreased from that shown on the sketch plan.
