Pr,~'litninary Plat and Preliminary Site Plan Review: Symphony. At Ramsey Town Center <br />May 12. 2005 <br /> <br />Lots: The preliminary plat is proposing to resubdivide Outlot U, Ramsey Town Center, and <br />part off Outlot 13, Ramsey Town Center 2nd Addition into 33 lots for the 33 multi-family <br />buildings, and two outlots. The City of Ramsey is requesting that the plat be revised to plat <br />the i90 units and common areas. The following discussion addresses some of the City's <br />concerns with the current plat design. Blocks 10, 11 and 12 are landlocked from access to <br />public or private streets. There is no typical association common area; all of typical common <br />area is divided up among the 33 blocks. If the units are platted as one building on a single <br />lot? there will only be one sewer/water service to the building. Individual services to each of <br />thc units requires platting each unit. One lot per building versus one lot per unit has a <br />signil5cant impact on the type of separation walls required by the Building Code between the <br />~mit'3. One hour fire separation wails are required on each side of the property line. The lack <br />off property lines between individual units provides the builder with the opportunity to replace <br />thc requirement fi)r 2 one-hour separation walls between units with 1 two-hour separation <br />wall. <br /> <br />Drainage and Utility Easements are shown on sheets 18- 21. They should also be shown on <br />thc t)reliminary plat on sheet 7. <br /> <br />~i'hc two outlots will be retained by Ramsey Town Center, LLC for future development. <br /> <br />4. Setbacks: The TC4-b Zoning District requires the following setbacks: <br /> <br />[.'ront yard <br />Side yard <br />Rear yard <br /> <br />0 to 20 feet as measured from building front 'to edge of sidewalk; <br />None, unless required by building code; <br />None, unless required by building code. <br /> <br />Block i - The design of the trail along Bunker Lake Blvd. will be straightened and <br />constructed to within 1 foot of the property line of the plat. This will result in all of the <br />buildings ~konting on Bunker Lake Blvd. complying with the maximum 20 foot setback from <br />sidewalk. All of the buildings fronting on 146th will comply with the 20 foot setback from <br />thc: sidewalk. There is no sidewalk required on the east property line. The structures fronting <br />on Rhinestone Street will need a variance to maximum setbacks as the sidewalk is in the road <br />right-ot~-way rather than within the property boundaries. The location of the trail in the road <br />right-of-way is in accordance with the Park and Trail Dedication Agreement for Town <br />Center. <br /> <br />~_h?__2 - The structures fronting on 146th, East Ramsey Parkway, and "Q" Street, comply <br />with the maximum 20 foot setback from sidewalk edge. The structures fronting on <br />Rhinc~tone Street will need a variance to m~tximum setbacks as the sidewalk is in the road <br />right-of~way rather than within the property boundaries.
