<br />Councilmember Menth introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #20-251 <br /> <br />th <br />RESOLUTION APPROVING ABATEMENT OF NUISANCE ITEMS AT 8049 146AVE <br />NW <br /> <br /> WHEREAS, <br /> the City of Ramsey currently has an open code enforcement case on the <br />th <br />property legally generally known as 8049 146 Ave NW and legally described as: <br /> <br />LOT 4 BLK 2 HY-10 RAMSEY SUBJ TO EASE OF REC Anoka County, Minnesota; <br />and <br /> <br /> (the “Subject Property”) <br /> <br /> WHEREAS, <br />the City sent a first notice of violation on August 11, 2020 and an abatement <br />notice with a $75 citation on October 20, 2020; and <br /> <br />WHEREAS, <br /> City Staff has been attempting to work with the Tenant and Property Owner <br />in terms of lawful, non-conforming rights onsite related to off-street parking regulations but has <br />not seen any cleanup related to the nuisance items; and <br /> <br />WHEREAS <br />, the City of Ramsey City Council reviewed the request on October 27, 2020. <br /> <br />FINDINGS OF FACT <br /> <br /> <br />1.The City inspected the property on: <br /> <br />a.August 18, 2020 for the outstanding violation issues and to outline expectations going <br />forward. <br /> <br /> <br />2.The City sent formal notices via US Mail on: <br /> <br />a.August 11, 2020 for all motor vehicles to be parked on an improved surface, the vegetation <br />be properly maintained, and all construction materials to be properly disposed of or stored <br />appropriately. <br /> <br />b.October 20, 2020 for abatement of nuisance items including large brush pile, pile of tires <br />onsite, outdoor piles of construction materials that are unused with a $75 Citation. <br /> <br /> <br />3.The City corresponded with the applicant via phone on: <br /> <br />a.August 17, 2020 to schedule an inspection of the property. <br /> <br />b.August 20, 2020 to discuss potential areas of legal, nonconforming use on the property. <br /> <br /> <br />4.The City corresponded with the applicant in person on: <br /> <br />a.September 9, 2020 where the applicant stated they would provide a copy of site plan from <br />the previous property owner/tenant for areas of legal, nonconforming use. <br /> <br /> <br /> <br /> <br /> <br />
