He indicated the proposed development is across <br />fi'om thc 'swoosh' park in the middle of the Town Center, which will provide a variety of <br />p~,xlcstrian and recreational opportunities. He stated the development is showing several small <br />nodes of open spaces, mostly between buildings. He indicated two of the larger open space areas <br />will ti_tnclion as a rain garden to assist in stormwater quality. <br /> <br />('ommunity Development Director Trudgeon advised minor changes need to be made to the <br />drainage, grading, and utility plans as noted in the Staff Review Letter. He indicated per the <br />Master Development Agreement, the City and the Master Developer have negotiated a Park and <br />'l'rail I)cdication Agreement. He stated that in accordance with the Park and Trail Dedication <br />/\groom:mt, there are no park dedication or trail development fees owed on this Ramsey Town <br />(~entcr 6t~' Addition. <br /> <br />('c)mmunity Development Director Trudgeon further advised that as part of the Town Center <br />/\liAR, at detailed traffic analysis was completed that anticipated the type and size of <br />clcvclopmcnt shown on the plat, He stated the proposed development is consistent with the <br />t~afiic m(~deling system used as part of the AUAR analysis. He indicated the development is <br />proposing two different attached housing styles. He stated the elevations of the proposed <br />bttildings, iclenlifying exterior treatment of materials and color have been provided and found to <br />bt~ acceptable. He indicated the proposed units are similar to the units approved in Ramsey Town <br />('truer 2''d Addition. <br /> <br />(iomrnunily Development Director Trudgeon stated the landscaping plan has been reviewed. He <br />i~tdicated that overall the landscaping plan is good. He stated, however, that as noted in the Staff' <br />fe, cvicw [,otter dated April 15, 2005, the plan must be revised to incorporate coniferous plantings <br />i~t~ tho design and include planting specifications for both deciduous and coniferous trees and <br />shrubs. Horton, indicated they are happy to go ahead with the <br />second phase, lie noted they were starting with the first buildings of the first phase. He added it <br /> been ;t pleasure working with Staff. They have given positive communications, have been <br />i')rol'cssi,mal, and considerate of them being new to the city. <br /> <br />(:hairl~c~'son Nixt asked if the applicant has received the City Staff Review Letter and reviewed <br /> <br />Ivh'. Mcllcnbach indicated he shared a couple of comments with Staff related to placement of <br />'..;idewalk.~.
