placement. Itc indicated there are issues with the drainage basin in regard to the sidewalk
i)laccmcnt proposed.

Commis:qioncr Johnson noted the Planning Commission has had concern with pedestrian
movcmcm through this area, and stated it appears there is a sidewalk all around the development,
but n{~t in thc interior, ftc asked how those in the interior units would walk to the Town Center.

!x4 r. Mclh:nbach stated that typically with private streets you would utilize the street to access the
:~Mcwalk (m the public street.

(iommtmity Development Director Trudgeon noted this was part of Staff's comments. He
acknowledged thcrc are some grading and draining issues to be worked through, but Staff does
want to provide some pedestrian access through the interior.

(;ha/rpcr:4(m N/xt asked if Staffwas proposing a sidewalk through the drainage pond.

Community Development Director Trudgeon stated this is part of what they have to work
tlm.)ugh. Itc noted the drainage pond is a rain garden, not a wet pond. He showed a picture of
the pt~ssiblc rain garden area, noting it will not hold water for more than 48 hours.

Mr. Mellcnbach added they would not want to sod it when it would die off after 48 hours of

Comn'~tn~ity l)cvclopmcnt Director Trudgeon indicated the grade is steep around the pond, and
they nccd to find an exact location that will work. He stated they typically do not require
sidewalks on private streets. He indicated if the sidewalk crosses the driveways it will take out
.'-;pace, and the driveways would have to be made longer to accommodate the sidewalks.

(iommissi,,mcr Johnson indicated he agrees the sidewalk cuts proposed make sense, and help get
Ihosc 15'om thc interior units out to major streets.

'hai rpcrs(m N ixt asked if there would be parking on the private streets.

'om mt. tni~y Dcvdopment Director Trudgeon indicated there would not, noting the private streets
aFC ;IS llarl'OW as they can be.

(l~airpcrson Nixt indicated that Horton 2 looks like it will be heavily traveled, but it will empty
/o Rhincstone so there will not be as much of a conflict with pedestrians. He asked if they would
limit thc speed on thc road.

'l'hc applicant indicated the width of the road will act as a traffic control, noting 24-feet is pretty
light, and thc speed would be naturally slowed.

(_ 'om m issi,)ner Van Scoy asked what the lengths would be for the driveways on the private roads.

Planning Commission/April 21, 2005
