Absent: Commissioner Watson. <br /> <br />Case #6: Wetland Buffer Ordinance <br /> <br />I J{~rcn (io~'don, consultant tbr the City, stated that at the last meeting the Planning Commission <br />r::vic'wcd thc proposed wetland buffer ordinance and he has incorporated those comments, along <br />with c~m~mcnts fi'om I~RRWMO and the Environmental Policy Task Force. He stated that the <br />orctinancc is based on the function and value approach, looking at establishing buffers based on <br />triggers ~1' development. He stated the widths of the buffers vary based on the function of the <br />wetlands, and there would be alternative measures where buffers need to be wider or cannot be <br />n~.c! bccatlsc o~' topography, providing a number of ways to get protection around wetlands. <br /> <br />Mr. (;ordtm talked about the monumentation process and how that would happen as a way to <br />dcno[c where thc wetlands are established. <br /> <br />Z~)ning ~md Recycling Coordinator Anderson indicated that what was handed out tonight is an <br />upclatcd version of the ordinance from the one in the packet. He stated there is a two-page text <br />that rcvicx,vs what revisions were made since the last meeting. <br /> <br />('ommissioncr Johnson noted Staff did a good job taking the comments from the Planning <br />(i~)m m ission and incorporating them into the draft. <br /> <br />()omnaissioncr Van Scoy asked who is responsible for determining what each wetland is and <br />wlmt classification it should be given. <br /> <br />Mr. (;ord(m indicated there is an evaluation of the community underway, but it also happens by <br />having thc developer have a wetland scientist come in and do an evaluation.
