Mr. l lunt stated he has to get a permit to put a new roof on, and asked if he would need to follow <br />!his ordinance at that time. <br /> <br />Mr. Ck~rdon stated he would not, as it would not go to that level of permits. <br /> <br />Mr. /tunt indicated that to change a plumbing fixture inside the house requires a permit. He <br />wants to make sure that does not trigger all of these other requirements. He stated he wants it to <br />h~' very clear it only applies to developers. <br /> <br />Zouing and Recycling Coordinator Anderson stated he believes the latest version makes that <br />clear, that it would be development that triggers this ordinance. <br /> <br />Mr. l lunl slated Subd. 2 says to accomplish these things the City will need a whole new <br />department. <br /> <br />(ihairperson Nixt noted that was taken out. He stated it does not take away the many things the <br />('ity has [(~ do, however. <br /> <br />Mr. l lunt noted the ordinance stated the City has determined that wetlands are a defining <br />character or its natural heritage worthy of its protection and preservation. He stated his heritage <br />rat exceeds thc heritage of the wetlands. He indicated his great grandparents have lived here <br />:4incc h~/'c~re there was any government, and have taken care of the land for years and years. He <br />~¢tated hc has also always tried to preserve the land. He advised that in 1995 he bought 40 acres <br />~:~1: property, after which the City proposed greenways, so now his house is part of the greenway. <br />ilo stated everyone keeps taking his property with the creation of these ordinance, and he wants it <br />i.~) slop. <br /> <br />Mr. t lunt stated when he purchased this property from Mr. Schroeder he passed on letters that <br />said the I)NR controls 15 acres of wetland on the property. He indicated he contacted the DNR <br />in !995 and the number of acres was increased to 22. He stated he has several portions of land <br />that ~trc buiktablc surrounded by wetlands. He indicated if the City takes another easement for <br />wetland bul'fcr it would probably eliminate two of the five buildable sites, and yet no one pays <br />hint l'~u' this land. He stated if Rmnsey wants to buy 35 acres and leave him with the five acres <br />his house is on they can do that, but he wants them to quit taking it without paying for it. <br /> <br />Mr. l lunt commented he does not believe leaving an untouched buffer line is a good idea. He <br />stated thrmcrs used to be encouraged to do that, then inspectors came out and said they had to cut <br />it back because of noxious weeds. He indicated if you are leaving an area natural and <br />tmsupc:rviscd you will get marijuana growing also. He stated it will be unsupervised land full of <br />noxious weeds, and asked who would be responsible for cleaning that up. He indicated if the <br />City or Ramsey has an easement, and his grandsons run into the weeds and get poison ivy, who is <br />rt'sponsiblc.
