Motion by Councilmember Cook, seconded by Councilmember Elvig, to approve the final site <br />plan lbr the Ramsey Municipal Parking Facility contingent upon compliance with City Staff <br />Review Letter dated May 6, 2005 and the approval of the final plat for the Subject Property. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Olson, <br />I~carson, and Strommen. Voting No: None. <br /> <br />Case #12: Approve Contract for Design of Trunk Highway 10 Interchanges <br /> <br />Assistant Public Works Director Olson reviewed that the City has been working with MnDOT to <br />plan for the future upgrade of Trunk Highway 10 to a freeway. The City entered into an <br />agrccmcnt with MnDOT in November 2004 for cost sharing of design fees on the interchanges. <br />Mnl)OT will administer federal funds that will cover 80%, up to $188,083.27, of the design fees. <br />The City portion is 20%, which is $47,020.93. He explained requests for proposals were sent to <br />qualified consultants in December 2004. Proposals were received from two teams. The <br />proposals were evaluated based on qualifications in February 2005. The evaluation team <br />included staff, a representative from Anoka County Highway Department and a representative <br />t'rom MnDOT. The evaluation team determined that the team comprised of The Tinklenberg <br />Group, SEI-I and Rani Engineering submitted the more responsive proposal. Staff has been <br />informed that the City will have the ability to receive $200,000 in funding. The recommended <br />tnotion is to approve the contract with The Tinklenberg Group, SEH and Rani Engineering for <br />preliminary design of the Trunk Highway 10 interchanges, for a not to exceed amount of <br />$250,0(/0, of which the City will be responsible for $50,000. <br /> <br />Councilmcmber Elvig asked what the goal is of this design. <br /> <br />Assistant Public Works Director Olson replied the RFP stated that there is $250,000 available, <br />and requested the bidders inform them what would be done with that amount of money.. This is <br />not normally something that is done in proposals, but it was well accepted by Anoka County and <br />Mnl)OT. The proposal from the team of Tinklenberg Group, SEH and Rani Engineering will <br />includc conceptual sketches of all three interchanges and will gather input from affected <br />residents. They will have public meetings prior to getting to the official mapping stage. This <br />will provide the City with almost everything except official mapping. He explained the City <br />already has official mapping on Highway 10, but not on the interchanges.
