The recommendation of the Finance Committee was to adopt the <br />proposed conduit debt policy. <br /> <br />Councihnember Elvig noted the Finance Committee recommended the maximum deposit be <br />increased from $12,500 to $25,000, due to the large projects that may take place. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Strommen, to ratify the <br />recommendation of the Finance Committee in Case No. 2 and to adopt City policy outlining the <br />terms and conditions for the issuance of conduit debt, with the maximum deposit amended to <br />$25,000. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Olson, Strommen, Cook, Elvig, <br />Jeff~ey, and Pearson. Voting No: None. <br /> <br />Committee Input <br /> <br />Councilmcmber Strommen indicated Councilmember Elvig provided an update of the tour with <br />Moody's this morning. <br /> <br />Councilmcmber Elvig stated he attended the tour of the City with staff and Moody's this <br />morning. The tour was positive and staff should have a response from Moody's tomorrow <br />morning regarding the tour. <br /> <br />Case #18: Report from Public Works <br /> <br />1) Summary for 2004-2005 Snow Removal Season <br /> <br />Public Works Director Kapler reported the City had four major plowing events in the 2004-2005 <br />snow removal season and 20 minor events. The first full scale plowing operation was on January <br />13, 2005. This winter the City lost its oldest piece of snow fighting equipment due to mechanical <br />failure. I)ue to the cost of the repair and the age of the equipment the motor grader was retired. <br />Staff' will be looking at some type of equipment rental agreement for the next season, and <br />eventual replacement in the near future. He reported Public Works staff met last week to discuss <br />capital equipment planning, and with the miles of road being added in the City another plow <br />route will need to be added soon. Public Works staff continues with the priority school walking <br />zone with the same priority as streets, which worked very well. <br /> <br />Mayor Game asked if sod and mailbox damage is due to staking. <br /> <br />l'ublic Works Director Kapler replied it likely has an impact, but the big portion of the damage is <br />probably due to there not being a heavy snow before the ground froze. He indicated Public <br />Works staff continues to try to eliminate all mailboxes in cul-de-sacs, and there are less than 20 <br />remaining. He commended Street Supervisor Reimer for his work in keeping the road clear in <br />thc winter. <br /> <br />City Council/May 10, 2005 <br />Page 25 of 31 <br /> <br /> <br />
