The following task~ <br />were important considerations to.. <br />the planning process: <br /> <br />The Master Trail <br /> <br /> Plan Must: <br />1. BE RESPONSIVE <br /> COMMUNITY. <br /> This is the recognition that.~ <br /> Ramsey has qua~ifies that are <br /> unique to Ramsey, such as its <br /> landscape, its public processes', <br /> and most impo[rant, the <br /> residents. <br /> <br />9 <br /> <br />REFLECT THE NEEDS <br />AND DESIRES OF <br />CITIZENS. <br />\Vhat do people want? Where <br />dc) they want to go? How are <br />they going to get there? <br /> <br />'rAKE ADVANTAGE OF <br />THE SIGNIFICANT <br />RECREATIONAL, <br />NATURAL AND <br />CULTURAL <br />RESOURCES OF THE <br />AREA. <br />This has a lot to do about <br />linking recreational <br />opportunities, but also about <br />natural and cultural resource <br />protection. In a fast growing <br />commmdty, care must be taken <br />to responsibly incorporate <br />these resources into <br />development plans. <br /> <br />Overview of the <br />Planning Process <br /> <br />GO SOMEWHERE. <br />For some, a short loop or a <br />place to walk after work for ex- <br />ercise is enough. For others, the <br />ability to travel throughout <br />Ramsey and be connected to <br />other mails in a regional system <br />is very' important. <br /> <br />BE RESPONSIVE TO <br />THE HISTORY OF THE <br />TRAIL SYSTEM, <br />INCLUDING PAST <br />STUDY AND ANALYSIS. <br />It is difficult to -know where you <br />are going if you don't know <br />where you have been. Trail <br />construction and planning has <br />occurred in Ramsey and the <br />Region for years. ~Vhy are trails <br />where they are? kVho put them <br />there? Where are the trails that <br />are currently planned that are <br />unbuilt? Who has used trails and <br />who will use trails in the future? <br /> <br />BE REFERENCED IN <br />OTHER PLANNING <br />DOCUMENTS. <br />City Comprehensive Plans, <br />Municipal State Aid (MSA) <br />roadway planning, county <br />planning and regional planning <br />have been ongoing in Ramsey <br />and the area for years. How will <br />these other plans recognize the <br />Ramsey Master Trail Plan? How <br />is the Master Trail Plan dove- <br />tailed into the Ramsey <br />Comprehensive Plan? How can <br />Ramsey's mails be tied to funding <br />for Municipal State Aid Highway <br />projects and other sources of <br />funding? <br /> <br />Public Input <br /> <br />Five public meetings were held in the <br />fall of 2002. Residents were <br />specifically invited to comment on <br />trail issues in their area or City-wide. <br />The City of Ramsey was divided into <br />five areas or meeting zones (below). <br /> <br />Meeting Zones <br />1. Northeast 4. Southwest <br />2. East Central 5. Northwest <br />3. Southeast <br /> <br />These meetings gave the planning <br />team the opportunity to better <br />understand how community <br />resident's feel about trails, especially <br />how tkey value and perceive trails. <br />The meetings also gave the planning <br />team the opportunity to talk to <br />residents about how scarce financial <br />and physical resources can be best <br />used to get the most trail system for <br />the money. <br /> <br />The planning team also held a <br />number of meetings with staff to <br />discuss trail locations, operations and <br />maintenance issues as well as trail <br />design. <br /> <br /> <br />
