COMMISSION BUSINESS <br /> <br />Case #1: Sketch Plan Review for Marigold Ponds <br /> <br />Civil Engineer II Linton stated Oakwood Land Development has submitted sketch plans for <br />!Marigold Pond. The site is located cast of Highway 47 at 160th Lane NW. This project will <br />rcquire a comprehensive plan amendment. The project is in the Rum River Recreation District. <br />Thc site is 58 acres and 102 urban single family homes are proposed. Land only dedication <br />xvould require 5.8 acres. The site is immediately east of Elmcrest Park, however Highway 47 <br />:-;cparalcs this parcel from the park. The master trail plan shows a proposed trail along the west <br />side of tlighway 47, no trails are shown on the east side of TH 47. Trail will be required along <br />thc cast side of' TH 47 in accordance with the sidewalk and trail policy. Extension of these trails <br />would bc required to provide access to the signalized intersection at Alpine Drive or the future <br />signalized intersection at 167th Avenue NW. <br /> <br />Precedent has been to make the formal park dedication after the preliminary plat has been <br />zulm]ittcd. This is definitely prudent at this stage since the plans are changing. <br /> <br />Tl~c Ctmm6ssion should bring forward their ideas for needed improvements in the Rum River <br />Recreation District so that they can be given to the developer for inclusion in the plans. Staff <br />~'ccommcnds parkland be dedicated in this development so that some recreational opportunities <br /> provided without the need to cross TH 47. <br /> <br />Chairperson Johns wondered if this went back to the river at all. <br /> <br />Civil [ingineer I1 Linton stated it would not but will provide a neighborhood connection. This <br />will provide a second means for access out on TH 47. <br /> <br />Johns asked how far this is from Woodland Greens and Bear Park. <br /> <br />Civil 14ngineer II Linton stated it was pretty far away from them. <br /> <br />l'arks/Utilities Supervisor Riverblood stated there are two things the Commission should <br />consider; the first is the trail corridor separates the scout camp from the existing trail. The green <br />corridor could separate the two uses. They need to look at that corridor which may mean they <br />Lal<c at fi liecn foot easement on the line. They could also see if the entire thirty five acres could <br />bc dedicated. <br /> <br />('hairperson Johns stated she would like to get the connection to the river. <br /> <br />Parks/[Jtililics Supervisor Riverblood indicated they wanted to get the costs for highway <br />c~'ossings. It is unlikely this will be signalized anytime soon so he thought they could get the <br />costs for a pedestrian overpass along with the space required to do this. <br /> <br />Civil ]%gincer II Linton noted the City of Champlin just received their costs and they came in at <br />1.5 million. <br /> <br />Park and Recreation Commission/May 12, 2005 <br /> Page 4 of 7 <br /> <br /> <br />
