Operations and Maintenance <br /> <br />T?is section will summarize <br />e City's trail maintenance <br />rogram. Adhering to <br />prudent maintenance program <br />ensures that the investment in the! <br />trail system is protected, and the; <br />trails remain safe and a~railabl~ for. i <br />their intended use. Management of: <br />trail, system maintenance is the" <br />process of directing what! <br />maintenance occurs, how it <br />integrated into other city tasks and <br />programs, and when this activityI <br />happens. <br /> <br />Overview <br /> <br />Differing types of maintenance activity occur in reaction to season, demand, <br />safety, and priority of City Council relative to quality expectations and budget <br />availability. These standards or policy are reviewed annually as part of budget <br />setting process and periodically throughout the year. In addition, the annual <br />maintenance expense for each nexv trail improvement, in terms of labor and <br />other costs are discussed with Council prior to construction. <br /> <br />There are two general categories of maintenance. The less frequent, but higher <br />visibility one is the .program of overlaying- trails or in Certain cases their <br />reconstruction. This function involves the evaluation of all blacktop trails and <br />rating their condition so as to project when an overlay (or reconstruction) <br />makes the best economic sense. This process compares the protection of the <br />integrity of the trail's bituminous surface xvith those of function or recreational <br />value. More on the above process is discussed under letter __, which also lists <br />the current bituminous inventory. <br /> <br />The other category is that of ongoing <br />maintenance. This may include work <br />that may only be needed once per year <br />such as pothole patching; or <br />conversely, trail inspections and litter <br />pick up, which may happen more than <br />once per week during seasonable <br />periods. Because most of the activity ~ <br />is season or weather dependant, (as <br />xvell as the fact that labor needs are <br />balanced with other non-trail maintenance needs), the tasks are reviewed below <br />in a seasonal format. (It should be noted that unusual occurrences relating to <br />trail corridor maintenance are not reported - as collectively they comprise less <br />than 5 % of any year's labor relating to trails.) <br /> <br /> <br />
