CC Regular Session <br />Meeting Date: 12/08/2020 <br />Submitted For: Joe Feriancek, Engineering/Public Works <br />By: Joe Feriancek, Engineering/Public Works <br />Information <br />5. 17. <br />Title <br />Adopt Resolution #20-294 Accepting Municipal Testing Proposals for 2021 Pavement Management Program <br />Projects <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #20-294 accepting municipal utility testing proposals for 2021 <br />pavement management program projects. <br />Background: <br />The updated 2021 through 2030 10-Year Capital Improvement Plan (CIP) proposes two street reconstruction <br />projects in 2021 where municipal utilities exist under the streets. The two projects include the reconstruction of <br />Riverdale Drive between Feldspar Street and Tungsten Street, and street reconstructions within the Business Park <br />95 subdivision including McKinley Street, Unity Street, Radium Street, and 1401 Avenue. <br />The updated CIP has not yet been approved by City Council, but in order to solicit bids this winter to receive the <br />lowest bids possible, staff has begun to design these projects and to prepare plans and specifications. Testing of <br />existing municipal utilities, which includes sanitary sewer, storm sewer, and watermain, is standard practice when <br />designing street reconstruction projects because newly paved streets in Ramsey are anticipated to have a 60-year <br />life span assuming proactive maintenance. Identifying damaged or failing municipal utilities under streets before <br />they are reconstructed allows the required repair or replacement work to be completed as part of the street <br />reconstruction project before the new pavement is placed, preventing costly pavement repairs after the fact. <br />Utilities testing consists of using a camera to televise the inside of sewer pipes (sanitary and storm), and by using <br />sound enhancing equipment to listen for leaks in watermain between hydrants and valves. Staff does not have the <br />equipment needed to complete this work in-house, but Public Works Staff did assist by cleaning the sewer pipes in <br />advance of being televised. <br />On November 23, 2020, Staff submitted Requests for Quotes to contractors known to complete such work. Quotes <br />were requested to be returned by 10 AM on December 2, 2020. <br />Pipe Televising Quotes - Sanitary and Storm Sewer <br />Televising sewer pipes informs staff of the conditions of the pipes, and locates existing damage, if present. This <br />allows staff to include the required repair or replacement work for any damaged pipes into the street reconstruction <br />plans, which is more cost effective than doing repairs as standalone projects, or as change orders during the <br />reconstruction project. <br />Staff requested proposals for each street reconstruction project from three contractors known to perform this work. <br />Proposals for each project were received from two of the contractors, which are tabulated below. <br />TELEVISING SANITARY & STORM SEWER <br />Contractor Riverdale Drive Business Park 95 <br />Total Quote ITotal Quote <br />Nelson Sanitation & Rental, Inc.
