Community Development Director Trudgeon stated that the City received a request for an <br />interim usc permit from FSL Paintball Arena to establish an outdoor paintball course on the <br />property located at 6651 141st Avenue NW. He indicated FSL Paintball Arena currently operates <br />an indoor paintball facility in the multi-tenant building and would like to offer their clients the <br />opportunity to play on an outdoor paintball field. <br /> <br />Community Development Director Trudgeon indicated the property is zoned E-2 Employment <br />and is located in one of Ramsey's Industrial Parks. He stated while commercial recreation is a <br />permitted use in this district, it is restricted to indoor activities only. He indicated the applicant is <br />proposing to establish an outdoor paintball field that would be 100 feet by 150 feet in size. He <br />statcd the field would be located behind the multi-tenant building on an aggregate surface and <br />enclosed with industry standard, safety compliant netting that is twenty feet in height. He <br />advised tile netting would be affixed to twenty foot tall telephone poles that would be placed at <br />twenty~fivc foot intervals. He indicated the applicant has stated that within the playing field area, <br />inflatable bunkers would be provided to create barricades for the players. He advised the <br />paintball course will need to be changed frequently to provide variety to customers and therefore <br />constructing permanent structures will not provide FSL Paintball Arena the flexibility they desire <br />for thcir customers. <br /> <br />Community Development Director Trudgeon explained the applicant is proposing to operate the <br />outd(~or paintball field during daylight hours of 12 p.m. to dusk, Monday through Sunday. He <br />incticated thc applicant is estimating that no more than twenty customer per day, Monday through <br />Friday, would utilize the outdoor playing field. On weekends, the applicant is anticipating <br />anywhere fi'om twenty-five to seventy-five customers utilizing the outdoor playing field. <br /> <br />Community Development Director Trudgeon indicated the applicant has stated that customers <br />would have adequate parking space directly behind the building. He added this area is paved, <br />however individual stalls are not striped. He stated that outdoor commercial recreation uses are <br />not a permitted use in the E-2 Employment District. He indicated that additionally, the 2001 <br />Comprehensive Plan categorizes this property as Places to Work. He stated City Staff does not <br />feel that tile proposed use is appropriate for an industrial park site and therefore is recommending <br />denial ot'the request for an interim use permit. <br /> <br />Public Ilearing <br /> <br />Chairperson Nixt called the public hearing to order at 7:05 p.m. <br /> <br />l)avid Bcdnarczyk, owner of FSL Paintball Arena, indicated they opened two years ago. He <br />stated paintball is an explosive sport, and he has a lot of customers requesting to play outside. <br />fie indicated he is looking to put a field directly behind the location he is at now, which is <br />currently being used for commercial vehicle storage. He stated he felt it would not make an <br />impact on the neighborhood since it is an industrial area, adding that the reason he decided to put <br />this in an industrial area so he did not impact a residential area. <br /> <br />Planning Commission/April 21, 2005 <br /> Page 2 of 23 <br /> <br /> <br />
